Summary of Agenda Items pertaining to Kerr County Juvenile Facility The facility has been experiencing difficulties with one of the A/C Heating Units in one of the resident dorms in the older building since my arrival at the facility in June. Repairmen have attempted to fix the unit so it will work properly, but to no avail. Residents have resided in the dorm in an on-and-off basis according to population needs. The dorm is primarily used for pre-adjudicated residents. The unit is not operational at this point. Glenn Holekamp was notified of the situation and informed staff that Hardin Heating and Cooling was the vendor to contact regarding replacement. This is the same vendor the facility contacted throughout the repair process. Hardin Heating and Cooling provided an estimate for replacing the unit as follows: $2645.00 fora 1-year compressor warranty $3048.85 fora 5-year compressor warranty It is recommended that the 5-year compressor warranty option is the most cost-efficient due to the extended warranty for approximately $400.00. The walk-in freezer compressor has been malfunctioning for some time. Replacement of the compressor is necessary before it becomes inoperable. Hardin Heating and Cooling assessed this piece of equipment as well. The cost of replacing the compressor is $1848.00. The on-going problem with the sewer and electrical system associated with the new building is a growing concern and requires immediate action. The new building sewer system is tied in with the older building system. The City of Kerrville required adjustments to the system in mid-construction, which delayed the occupancy of the new building. Electrical engineers designed and installed the wiring and breakers for the new building and the sewer lift station. If there is a problem with one of the pumps at the lift station, the breakers are suppose to trip at the lift station which sets an alarm at the main electrical junction at the building. The breakers in the main breaker box are 20 amps while the breakers at the lift station are 25 amps. Therefore when the pumps stop operating, the breakers at the main breaker box trip first which does not set off an alarm and the lift station fills up and the possibility of overflow into the near-by creek is imminent. The other factor causing on-going concern is that the pump motors are 230 volt while the wiring is 208 volts. The motors need to be changed to 200 volts. The company, PMI, who installed the motors and pumps told the electrical engineers upon installation that the motors needed to be changed to 200 volt motors and they could do that at no extra expense. They were told not to change the motors. At this time, there is only one pump working at the lift station. The facility has had the former construction superintendent and assistant at the facility to assess the problem. The electrical engineer and pump installation staff have all been to the facility on more than one occasion. There is continuous finger-pointing with no rectification to the problem. The facility hired an independent electrical engineer to assess the problem. His comments were that the facility electrical wiring was the worse job he had ever seen. He stated that the electrical design plan for the main breaker box and lift station was substandard at best. Enclosed with this summary you will find a copy of his credentials and recommendations. He tested the voltage and found a 6.03 voltage drop from the main voltage source. This causes the motors to stop causing the pumps to cease operations. One motor and pump has been replaced. The cost of the proper voltage motors is $400 each. The facility requires 2 pumps to operate efficiently. The cost of placing 30 amp breakers at the main breaker box is approximately $350 to $400 each. This requires two new 30-amp breakers. Due to the substandard wiring, the new building has also had on-going problems with the control panel, which controls the security doors within the building. The rainwater drainage situation has not been rectified to date. During a rainstorm, water runs off from the old building and flows down the new sally-port then runs directly under the intake door into the interior of the new building. This has occurred on more than one occasion. Mr. Gondeck has been made aware of this situation on more than one occasion. At one point the former construction superintendent stated that a crew was scheduled to come to the facility to construct a proper drainage system. No crew has come to the facility. The inspector for the disability ramps, toilet-paper dispensers, handrails, and other ADA equipment came to the facility a few months ago and stated that all the ADA equipment was installed improperly. Mr. Gondeck is aware of this situation. To date, this has not been rectified. Attempts have been made to contact Wayne Gondeck but he has not returned telephone calls at the time of this summary. D Cat. No. FDA34030 breakers. Also, the two pump motors Shp - 230/460v should be replaced with Shp - 200v motors, to better conform with the 208vo1t Supply Voltage. The one motor that is "burned up" should be checked for cause of failure, which was probably single-phasing. Also, met with Becky Harris to summarize the investigation and to review recommendations for the system.
