Motion carved. DISCUSSION & CONSIDERATION 1. A motion was made by Roy Thompson and seconded by Karol Schreiner to accept Fred Gamble's resignation letter from the KEDF Board of Directors. A motion was made by Bill Williams to approve Resolution #2005-1 a document supporting the USDA Kerrville facility request for a feasibility study and allocation of funds to construct a new laboratory in Ken County. Roy Thompson seconded the motion. The motion carried and will be delivered to Congressman Henry Bonilla with other local economic partners resolutions made to the United States Department of Agriculture for a new laboratory in Kerr County. The KEDF Executive Boazd discussed and made several comments regazding the drafted document on the new KEDF Strategic Plan. Several suggestions were made and Executive Directors were asked to have any additional comments to have them faxed to the KEDF office by Monday, January 17~'. A conference call would be scheduled with LCRA, Mike Tolleson after final KEDF Executive Board comments to review the drafted new strategic plan. 4. KEDF President Guy Overby presented a report on the Economic Impact Analysis of James Avery Craftsman Inc. plans for expansion and need for water and waste water system for their business. The KEDF Executive Board of Directors supported the report and to continue helping facilitate meetings with James Avery Craftsman Inc. and economic partners to reach their goals. 5. KEDF President Guy Overby announced the 2°d Annual KEDF Summit meeting was scheduled for 7:00 a.m. Thursday, January 27`h @ the Inn of the Hill River Resort. Invitations to fair shaze contributors, local business economic partners and individuals supporting KEDF were mailed January ~-- 10`t'. Tentative guest speakers include Judge Mosley from the Governors Office of Economic Development, Jack Burch of Hill Country Shooting Complex Center and Dr. John George of the USDA facility in Kerrville. 6. UDC meeting updates were discussed executive directors were supportive of the meetings that have been held and upcoming meeting dates. The ongoing development of the code was very encouraging offering community input and individuals who have questions regarding the document. 7. A recommendation was made by the KEDF executive board to recognize a person/individual for achievements in economic development efforts in Kerr County once a year at the scheduled summit meeting. This recommendation would be discussed by the KEDF Full Board called meeting scheduled for January 20n'. KEDF also in attendance at TxDot Public Workshop meeting discussing improvements to State Highway 39 in Ingram, Texas October 2004. • Several KEDF Directors are part of the Kerrville/Kerr County delegation attending the HHSC "feasibility study of closure and consolidation" of state schools for those with mental retardation and mental state hospitals in San ...-. Antonio to support the Kerrville State Hospital. Several from the Kerrville/Kerr County delegation including KEDF Chairman Bob Waller and County Judge Pat Tinley spoke to the HHSC committee and lazge crowd in attendance supporting the Kerrville State Hospital and no state closures of any hospital or schools in October 2004. • In November 2004 KEDF Board of Directors organized six working committees for economic development in Kerrville/Kerr County. The six committees assisting economic development include Business Attraction, Business Incentives, Business Retention and Expansion, FinanceBudget/Accounting and Fund Raising, Marketing/Public Relations and Nominating Committees. • In December 2004 KEDF hosts with economic partners the USA Shooting visit to the Hill Country Shooting Complex Center in Kerr County. KEDF develops first DVD for business attraction for Kerrville/Kerr County's presentation for the U5A Shooting site visit committee. KEDF arranges for state and national elected officials to have representatives attend meetings. • December 2004 KEDF Full Board of Directors host their fourth quarter meeting at the Knipling-Bushland Insect Research Laboratory in Kerrville, Texas inviting state and national elected official representatives to tour facility and hear KEDF comments on the need for a new laboratory in Kerr County. Prior to 1991 KEDF was known as the Kerr County Industrial Foundation which helped the United States Department of Agriculture on March 13~', 1962 acquire a tract of land (33.67 acres) for research purposes known today as the Knipling-Bushland U.S. Livestock Insect Research Laboratory in Kerrville, Texas; and WHEREAS, for 58 years the Knipling-Bushland U.S. Livestock Insects Laboratory in Kerrville, Texas, has generated knowledge and solutions for livestock pest management problems that have benefited not only livestock producers in the Unites States, but also livestock producers around the world; and WHEREAS, almost two decades ago the laboratory was asked to create technology for the control of ticks that transmit pathogens that cause Lyme disease and a variety of other human diseases.
