Lois Kolkhorst (R-Brehnam) and Rep. Dennis Bonnen (R-Angleton) have filed H61273 which addresses some frequent criticisms of the Trans Texas Corridor package passed last session. The bill limits the proposed Trans Texas Corridor to 800 feet from 1200 feet, eliminates the franchising of businesses along the corridor by road contractors and requires access on, off, and across every state highway and local FM road. The bill also eliminates the "non-competition" clause in the TTC, which currently allows the TTC operators the ability to stop other public road projects in an area if they felt it would lower profitability of their investment. Lastly the bill requires that any toll fee increase or collection fee increase must meet approval of the Transportation Commission and not be left to the private company exclusively. The intent is to allow for more transparency, accountability and less of a footprint on the land. A RESOLU1T01 ~ OF THE CONIIVIISSIONERS COURT OF N[cLENNAN COUNTY, TEXAS OPPOSING THE 1RANS TEXAS CORRIDOR WHEREAS, the Taans Tixar Corridor plan is beinag implemented as a resuh of the passing of H.B. 35ES, which grained the Texas Transportation Commission sweeping authority, and WHEREAS, the Trams Tetras Corridor could be as much as a quarter of a mile wide with muhiple vehicle lanes, train transportation, and right-of-way property within the corridor, and WBEREAS, the Tarns TE:oas Corridor would negatively affect local economy, as well as rural Texas by splitting fauns ~tnd ranches, uprooting wildlife, and cresting pollution and trash; and WB~EREAS, the tolls on tt~e 7Ya~rs •Texas Corridor, a form of double taxation, would place undue hardship oo many Texas: citizces; and WHEREAS, the projected cost of the Trans Texas Corridor, which is estimated to be as much as 5184 billion will place an uemecessary financial burden on state taxpayers; and WHEREAS, the Tessa Department of Transportation should provide a complete economic impact analysis of the proposed Trans Texas Corridor an the existing IH-35/YY-I-30 corridors before any further develop went of the Trnns Torras Corridor taken place; and WHEREAS, the McLenna=~ County Comrnissianers Court wants to protect those whose economes are dependant upon the millions of dollars per year generated along the 1H-35/IH-30 corridors; and WHEREAS, the 594-mik )::I-35/II3-30 comdor~running from Laredo to Texarkana is an established NAFTA trade route for Mexico and Canada bound truck-borne shipments traveling through the State of Texas; and WHEREAS, the lV[cLennrs~ County Commissioners Court believes that the existing IH- 35 corridor must be expanded to s: pport existing and future growth by taking advantage of the existing infrasttuctwe and right-of-~vay, and that this can be accomplished at a much lower cost than constructing a separate corridc•i; and without disrupting the local economies; and WHEREAS, the McLennan CotrMy Connnissioners Court strongly believes that other sources of transportation and techr..ology should be corasiderexl, and the Texas Department of Transportation should deveb_ p vis~~le, acceptable solutions to existing right-of-ways, and future transportation issues; and WHEREAS, the placement of concentrated resource conveyances in the corridor will better enable terrorists to attack these resources and disable them, especially in remote areas; and R~EREAS, if H.B. 3588 is left unaltcred, it will give tla; Tcanaportation Comorisaion legal at:tltority to cot~rce route ~efecxion and the right to cordemn prrurrte property for its use in budding the T}sues TaaQS Corridsr, and WHEREAS, the McLemu~ County Commissioners Cant is dedicated to working with the Terms D~rtmdst of Tranapt~ltibr, the Tomas Traasportntion Cooamissio,, and other clotted and public offiicisls to dev~dap solutions that will protect the existing corridor and resolve congestioq safety and pollution isseres that can~rently exist along Texas lrigbways; and NOW, TSF.REFORE, BE~ 1'Y` RESOLVED that the Mclennan County Cwnurissioners Court opposes the ?!~ Te,~ f.'orridor concept duc to tfx negative economic impact on Mcl.e~nnan County, and urges the ~.e~sb~ture to amend H.B. 3586 to albw Further public input before imp)etnentiog this plan; and BE IT FiTR1~R RES1:ILVED that a copy of this RESOL1tJTION be made a p part of the minutes of thy: Gourt.
