KERR COUNTY JUDGE AND COMMISSIONERS: You have recently recieved information concerning grievances that some citizens have about the policies and procedures for utilization of the Hill Country Youth Exhibit Center and related facilities. The essence of the grievance allegations is that there is favortism in the booking process, that booking rules are arbitrarily changed, and that Kerr County does not realize the amount of revenue that it could. I expect that the Commissioners' Court will be asked to review the processes for booking and to re-0pen the reservation books. In the past we have discussed the need to keep our committment to the youth while taking steps to improve revenues with a goal toward self sufFciency of the facility. Ken County 4-H Horse Club will organize and set scheduled workshops, clinics, rodeos and playdays for this purpose. 4-H members wishing to ride on an individual basis must schedule these times with the County Extension office prior to their arrival. Instructors and parents may assist 4-H members as necessary. Coaches must be enrolled and contribute as a 4-H volunteer, to the Ken County 4-H horse program, in order to utilize the indoor or outdoor arenas. Under no circumstances will coaches be compensated by the 4-H member or pazents for instructions in the outdoor arena. Coaches will be able to bring a horse for instructional purposes only. Only Ken County 4-H members and leaders enrolled in the current year are eligible to use the outdoor arena. No leasing to non-4-H parties will be permitted without approval by County Extension Agents. The Kerr County Fair reserves the right to use the outdoor arena during the fair for fund raising purposes. These guidelines maybe amended by a majority vote from the Ken County 4-H Horse Club. The indoor arena is available for renting through Alyce Davidson for those interested in receiving compensation for their instruction. They had a scheduled Horse Safety Clinic with their guest speaker coming in from Oklahoma. When the kids arrived with their horses for the clinic they found out that they had been bumped for an Original Team Roping Association Team Roping and had to use the Exhibition Hall next door, therefore they could not use their horses. Also, the person in charge of the booking at that time did not bother to contact the 4-H Adult Leaders of this change.
