Meeting called to order at 12:08 p.m. by Chairman Bob Waller with a quorum present
from the KEDF Full Board.
Invocation was given by Guy Overby.
Welcome to special guests and appreciation to Dr. Gloria Olsen from the Kerrville State
Hospital on hosting the KEDF meetings today.
A motion was made by Tim Summerlin and seconded by Gloria Olsen to approve the
minutes of December 9, 2004 KEDF Full Board meeting. Motion carried.
Chairman Bob Waller presented the Budget Comparison Report for February, 2005. A
motion was made by Fred Henneke and seconded by David Williams to approve the
Budget Comparison Report for February 2005. Motion carried.
Discussion & Consideration
KEDF President Guy Overby updated the full boazd on the status of the new strategic
plan currently in a drafted form. The plan has much discussion and input from several
KEDF directors which will be very beneficial for an effective strategic plan for the next
five years. The last strategic plan for KEDF was completed in 1993. President Overby
said, "We aze hoping to have the plan completed by the executive boazd and present the
final document to the full boazd for vote in late April or eazly May."

KEDF President Guy Overby presented to the full board a recent completed economic
impact analysis report on the Kerrville State Hospital new expansion of 24 beds and 48
jobs created for the facility. Dr. Gloria Olsen our host for the meeting will provide
updated information on the facility later in the meeting.
A motion was made by Roy Thompson and seconded by Pat Murray to approve the
annual vacation of two weeks and two personal days of leave for the KEDF President
Position. Motion carried.
KEDF President Guy Overby updated the full board on the 2005 fund raising campaign.
The campaign currently has collected 38.84% of its goal of $52,000.00 from private
contributions. KEDF directors were encouraged to make contacts with fair shaze
contributors to complete the campaign by March 31st.
A motion to adjourn was made by Rex Boyland and seconded by Pat Murray. Motion
carried and the meeting was adjourned at 1:05 p.m.

KEDF EXECUTIVE BOARD MEETING 7:30 A.M. WEDNESDAY, APRIL 13TH,
2005 @ CHAMBER OF COMMERCE BUILDING
Directors Present: Mike Lowe, Pat Murray, Pat Tinley Roy Thompson, Roland Pena,
Bill Williams, Kazol Schreiner and Bill Taylor, one proxy vote received by Bob Waller
requesting Mike Lowe to vote for him on all action items discussed in the meeting held
on 4/13/05. Guy Overby, KEDF President also attended the meeting.
Directors Absent: Royce Itschner, Stephen Fine and Greg Shrader
Meeting called to order at 7:31 a.m. by KEDF Vice Chairman Mike Lowe with a quorum
present from the executive boazd to conduct official business.
Invocation was given by Guy Overby.
A motion was made by Roland Pena and seconded by Bill Taylor to approve the minutes
of Mazch 1 Q 2005 executive board meeting. Motion carried.
~., Mike Lowe presented the Budget Comparison Report for Mazch 2005. A motion was
made by Pat Tinley and seconded by Pat Murray to approve the Budget Comparison
Repor[ for Mazch 2005. Motion carried.
Discussion & Consideration
Mike Lowe presented a letter of support from KEDF regarding the Texas Hill Country
Pecan RLLP request to the Texas Enterprise Fund. The executive boazd was unanimous
in supporting the company's request to the state economic development fund. Mr. Lowe
updated the board on latest news from Texas Hill Country Pecan Company and their
plans to locate in Kemille/Ken• County.
KEDF President Guy Overby updated the board on recent completed land transactions on
KEDF airport property. KEDF donated 3.025 acres to Kerrville/Kerr County and Airport
Authorities to assist Mooney Airplane Company eligible for a Texas Enterprise Fund
Loan for company expansion. In return KEDF received a 5.606 tract of land from
Mooney Airplane Company for possible development with existing KEDF property.
Overby presented information to the board that a survey of the newly acquired land with
existing property would have the possibility of designating 10 acres for economic
development attraction to the Texas Hill Country Pecan Company or other prospects. A
motion to have the land surveyed was made by Bill Williams and seconded by Roland
Pena. Motion carried.

Mr. Lowe presented to the board the most recent draft of the new strategic plan for
KEDF. The development of the new plan has been ongoing the past six months with
much input from its directors. Pat Murray made several positive comments about the
need to include the assistance in retention and recruitment of physicians into private
practice into the document. Several other items were discussed and a motion was made
by Roland Pena and seconded by Roy Thompson to approve the strategic plan with the
additions from Mr. Murray and to take to the KEDF Full Boazd for their approval.
Motion carried.
A motion to adjourn was made by Bill Taylor and seconded by Kazol Schreiner. Motion
carried and adjournment was at 8:28 a.m.

• In October of 2004 the KEDF Board of Directors approved unanimously to
change the KEDF President responsibilities from part time to a full time position
focusing on economic development in Kerrville/Ken• County.
• KEDF President completes second course "Economic Development Finance" in
the National Development Council program held October 2004 in Atlanta,
Georgia.
• KEDF holds meetings with economic partners and TxDot updating businesses
that will be directly impacted by future construction projects along Sidney Baker
in November 2004. KEDF also in attendance at TxDot Public Workshop meeting
discussing improvements to State Highway 39 in Ingram, Texas October 2004.
• Several KEDF Directors are part of the Kerrville/Ken County delegation
attending the HHSC "feasibility study of closure and consolidation" of state
schools for those with mental retardation and mental state hospitals in San
.-_ Antonio to support the Kerrville State Hospital. Several from the Kerrville/Ken
County delegation including KEDF Chairman Bob Waller and County Judge Pat
Tinley spoke to the HHSC committee and lazge crowd in attendance supporting
the Kerrville State Hospital and no state closures of any hospital or schools in
October 2004.
• In November 2004 KEDF Boazd of Directors organized six working committees
for economic development in Kenville/Kerr County. The six committees assisting
economic development include Business Attraction, Business Incentives,
Business Retention and Expansion, FinanceBudgetlAccounting and Fund
Raising, Mazketing/Public Relations and Nominating Committees.
• In December 2004 KEDF hosts with economic partners the USA Shooting visit to
the Hill Country Shooting Complex Center in Kerr County. KEDF develops first
DVD for business attraction for Kerrville/Kerr County's presentation for the USA
Shooting site visit committee. KEDF arranges for state and national elected
officials to have representatives attend meetings.
• December 2004 KEDF Full Board of Directors host their fourth quarter meeting
at the Knipling-Bushland Insect Research Laboratory in Kerrville, Texas inviting
state and national elected official representatives to tour facility and heaz KEDF
comments on the need for a new laboratory in Ken County.

• January 2005 the KEDF Board of Directors approve unanimously with Resolution
2005-1 to support and recommend to the United States of Department of
Agriculture the timely completion of a feasibility study and allocation of funds to
construct a replacement laboratory in Ken County, Texas.
• January 2005 KEDF has four possible economic development prospects very
interested in locating in Kemille/Ken• County.
• January 2005 leading efforts to assist local company in business retention and
expansion in Kerrville/Kerr County.
• January 2005 preliminary draft on new KEDF Strategic Plan being reviewed and
discussed by board of directors and should be completed by end of first quarter
2005.
• February 2005 continued development of KEDF website for business attraction,
retention and expansion.
• March 2005 KEDF conveys 3.025 acre tract of land to City of Kerrville and Kerr
--. County to assist Mooney Aircraft Company in their request to obtain a Texas
Capital Fund Loan of $ 750,000.00 to upgrade facilities at airport. Real Estate
appraisal report from TxDot completed in January of 2004 appraised the market
value per acre at $15,000.00. KEDF appraised value for land totaled $45,375.00
was donated to economic partners to make this project happen for city/county
airport facilities.
• Apri12005 TxDot completes purchase of 12 plus acres (estimated sale
$800,000.00) in Airport Business Commerce Park. KEDF major influence in
directing site location and future development of new TxDot facility in Business
Park's first land transaction.
• In May 2005 Full Board of Directors approve New KEDF Strategic Plan for 2005
2010.

In September 2004, the Kerr Economic Development Foundation {KEDF) enlisted the
assistance of the Lower Colorado River Authority's Community and Economic
Development Department to facilitate development of a Strategic Plan.
The impetus for the plan is a renewed sense of accomplishment and cooperation between
various units of government, the business community, and citizens groups. While much
has been achieved, much remains to be done. There is a realization that now is a time of
unparalleled opportunity to move forward as a community and to set the tone for how
Kerrville and Kerr County will look and work for many years to come. Hence, an
ambitious but workable plan is needed to guide our efforts to enhance the community and
economy of Kerrville and Kerr County.
As part of this planning process, the LCRA conducted interviews with selected members
of the KEDF Board of Directors and conducted a review of past and current operations
and structure of the KEDF.
On the evening of November 16, LCRA's Alysia Cook and Mike Tolleson conducted a
four-hour strategic planning session with members of the KEDF Board of Directors. Bill
~. Taylor, President and CEO of Kerrville Public Utility Board, hosted the meeting in his
Boazd Room.
In this open and wide-ranging meeting, the group outlined economic opportunities and
challenges, as well as identified and ranked priorities for the next five years. The session
concluded with the Board of Directors crafting general action plans to accomplish the
priority action items. With this guidance and detailed notes, LCRA staff developed the
basic framework for this KEDF Plan.
This plan --along with regular, annual updates -- will provide a foundation and road map
for the activities of KEDF over the next five years.

On a fundamental level, the KF.DF's vision for the future is one of wmmunity
cooperation, strategic economic development, and collaboration with its economic
development partners.
Mission Statement of the KEDF: To support and promote the
retention, expansion and attraction of business entities in Kerrville
and Kerr County in a manner that complements the efforts of our
economic development partners and enhances the quality of life.
The strategic focus of I~,DF over the next five years can be best expressed in these
three overriding priorities:
- Strengthen communication and cooperation with economic development
partners
- Develop and implement an exceptional business retention and expansion
program
- Achieve and maintain a stable fmancia] condition for KEDF
With these guiding sets of principles and core values, I~F's five year action plan has

Board commitment
The KIDF will follow this Strategic Plan and continue to develop and refine it
throughout its timeline, ~t305-2010. Progress will be reviewed at Board meetings
throughout the year, to track successes as well as shortcomings, and make any necessary
mid-course corrections. A plan only becomes a living document when the Board, as a
whole and as individuals, makes a commitment to implement it and make modifications
as needed.
Working together will make you or break you in the intensely competitive world of
economic development It is readily appazent when a community works seamlessly to
achieve mutual goals for the benefit of the entire community. Kerrville and Kerr County
have made many positive strides in this regard and are poised for even greater success.
To continue moving forward, KEDF will enhance positive partnerships with the City of
Kerrville, Kerr County, and other public and private entities involved in economic
development. KEDF should take the lead role in these endeavors. Specific action items
to accomplish these objectives are contained in tlae Plan that follows.

~usiness }~etention ~ ~xPansion
• All elements of the business and heath care communities are vital to the
economic well-being of the local economy. Here are some key considerations:
- KEDF should focus on manufacturers and other primary employers
- KEDF should do a mail questionnaire to retail/commercial businesses
- These efforts should be coordinated with our economic development
partners
- Assist in the retention and recruitment of physicians into private practice
• Develop and formalize a Business Retention & Expansion Program, which
provides an early warning system to iderrtify opportunities and resources for both
expanding and at-risk businesses.
- Develop survey or questionnaire tailored to unique needs of Kerrville and
Kerr County
- Conduct annual, 2-person visits/interviews with major employers and
selected representatives of other business types. (Training is advisable for
volunteer team members conducting interviews.)
- Survey, listen to, be involved with, and respond to local business issues
- Make businesses aware of local, state, and federal incentive programs to
encourage business expansions
• KEDF should hold quarterly luncheons for primary employers to recognize their
critical importance, promote networking, pursue a business agenda, and make
businesses aware of economic development resources.
Identify special needs and develop a plan to retain and solidify the Kerrville
Division of the South Texas Veteran's Health Care System and the Kerrville State
Hospital. Also, assist in the retention and recruitment of qualified physicians for
Sid Peterson Memorial Hospital and other private health care providers.
Increased cooperation and coordination between KEDF, the City, the County, and
State and Federal elected officials will be essential to max;mizr the future of
these facilities.

industry jobs. However, the creation of the First incentive package will certainly enhance

Since KEDF is a private foundation, an ongoing successful fundraising program is
essential to long-term continuity. In this regard, there are several key actions that should
be undertaken to ensure KEDF's short-term and long-term fmancial stability.
• Review and develop funding sources for current and future administrative and
and/or facilities needs.
• Continue to collaborate with the Economic Improvement Corporation (EIC) to
meet KEDF program and project needs.
• Review and develop funding for business attraction/recruitment programs.
• Continue efforts to increase private funding sources for KEDF.
• Budgets will be developed utilizing a zero-based approach. The zero-based
budgeting approach works to ensure that highest priority action items are
achieved fast and expenditures are made efficiently.
