Backup Statement for A¢enda Item On February 14, 2005, Commissioners' Court authorized advertising for bids for the cleanup of Flat Rock Lake. The advertisement appeared in the February 19 edition of the Kerrville Daily Times. Two bidders responded to the advertisement. One was from ERS Inc., from Jackson, MS., for $287,667; and the second was from Excavation Technologies, Inc., of Alvin, TX. for $69,200. In reviewing the scope of the project, I believe we can improve public safety on the lake with a basic cleanup that includes removal of the two large culvert pipes carried into the Lake by the flood of 2002; some of the submerged logs and stumps that really pose a safety hazard as well as some of the overhead limbs from dead Cypress trees. We will leave untouched other matter that contributes to good fish habitat. To do this, the number of hours to be performed would be reduced from 350 to 200 @ $168.00 per hour. The expenditure would now be reduced to $44,000. This would become a 5-week project as opposed to a project of neazly 9 weeks in duration as per the bid submitted. You may recall, the pipes, stumps, logs or limbs aze to be removed from the water and brought to shore. It then becomes our responsibility to arrange for disposition ofthe moved material once brought to shore. Funds for this project are provided in the '04-OS Budget. By reducing the scope ofthe project, we will save approximately $25,000 from original cost estimates which can be used to further other park improvements. Previous operations were very labor and equipment intense. c). Increased safety hazards with labor and chainsaws on the water. d). Using equipment that is not designed for that type of operation. 3). Publicly acceptable solutions a). Private property crossing for operations b). Local political issues. 4). Time effective solutions. a). Other operations were not volume practical. THE PROBLEMS ADVANTAGES OF A WATER BASED OPERATION a). Makes practically any project accessible. 2). Cost effectiveness a). Six man operation instead of fourteen. b). One barge getting more production than four. c). Custom design for these type of operations. 3). Environmentally friendly. a). Does not disturb the soil. b). Can take only what is needed without destroying the rest. c). Noise levels aze substantially reduced from other operations. 4). Landowner acceptability a). No intrusion of private property. b). No disturbing the ground with need of restoration. 5). Public acceptability. a). Low profile operation. b). Quiet. c). Environmentalists and politicians can agree upon operations. 6). Logistical advantages. a). Simplicity with less equipment and labor. b). Go where land base operations couldn't attempt. 7). Safety advantages a). Two men on the water instead often. b). Hydraulic saws instead of hand operated chain saws. c). Bazge designed for this type of operation with the stability to handle Large logs 360 degrees around. d). No hands on work, all is done mechanically. 8). Reduced air quality issues (dust) a}. From water you are not disturbing the soil for it to blow like a land Base operation would create. 9). Reduced weather delays. a). If the creeks are not flowing too strong you can be productive. b). If shut down for rain you can be back working in sometimes hours Or minutes where land base could be down for 3 days. 1). Site access BARGE FEATURES 1). Mufflers on all engines. 8). Independent loading and unloading a). Hydraulic boom arm is mounted on the bow for ease of loading itself And unloading itself so a land base machine is not needed for unloading. 9). Low profile a). Built tow to the water for an 8 ft height clearance. 10). Design. a). Designed by Excavation Technologies Tnc. Now that the funding and determination letters aze in place we can move on to the con- struction phase of the project. 1). Mobilization of the bazge includes. a). Most the time the bazge can be driven to the creek or bayou where the project is located. b). Find a localized temporary dock to tie up to at night like behind a land c). Locate an azea where we can unload the trees and brush to either chip them up or bum them. 2). Desnaging and selective clearing operation. a). Cut and load trees and debris. b). On boazd depth recorder will locate sunken trees on the bottom that can't be seen. owners house. c). The lifting capacity of the loader is enough to handle extremely lazge trees. The largest one to date is a 36in diameter pine tree. r11 rlearinQ treec from the banks of a creek or bayou aze painless when using the hydraulic driven chainsaw with rotating grapple. e). Loading the hopper of the bazge only takes minutes when dealing with average size trees (up to 18 inches) then it's time to head to the nearest staging area with approximately 40 cy of trees and debris. f). Once at the staging area it only takes less than 5 minutes to unload and place on the bank. 3). Land base chipping or burning of cleazed material. a). After the material reaches the staging area it will need to be disposed of Due to where we have been working local regulations required us to chip and haul off the debris. This is done very easy by using a small backhoe to gather the material and haul to the chipping machine. b). Our experience so faz has shown that an 18" Vermeer chipper has been sufficient to handle about 95% of the material that comes out of these areas. Material lazger than that can be hauled off in dump trucks or rolloffs. The backhoe simply feeds it into the chipper. d). The long reach machine cuts the trees small enough and stacks them so a small backhoe can get them. e). The backhoe gathers the trees and takes them down the right of way to where the chipper is staged. ~. We utilize the same 18 in Vermeer chipper as the barge operation. -_ = - _.LL
