THE cirv of KERRVILLE, TEXAS May 1 Q, 2005 Pat Tinley, County Judge Kerr County Courthouse 700 Main Street Kerrville, TX 78028 Dear Judge Tinley, The National Incident Management System (NIMS), developed by the Department of Homeland Security, provides a comprehensive national approach to incident management, and incorporates the use of the Incident Command System (ICS). Homeland Security Presidential Directive 5 requires states, counties and local jurisdictions to formally recognize NIMS-ICS and adopt NIMS-ICS principles and policies during FY05 to be eligible for future federal funding. The first step is to formally adopt NIMS-ICS. Included is a resolution for this use, as per Homeland Security guidelines. Other NIMS compliance requirements include completion of a NIMS awareness course by emergency responders and Local Officials. The awareness course, "NIMS, An Introduction (IS 700)" is available on-line at hit~traimn~.fema.aovfEMlVVebllSlis70ti.asn. Also, Jurisdictions must institutionalize the use of the Incident Command System (ICS). This means ICS must be adopted (as above) and incident managers and response organizations must train, exercise and use ICS in their response operations, as well as integrate ICS into policies and procedures. ICS training for county personnel and responders is available from the Texas Forest Service, which may be able to include NIMS as part of the curriculum. As part of NIMS compliance, all training conducted for county personnel and responders needs to be centrally documented. NOW THEREFORE, BE IT RESOLVED that the Commissioners Court of the County of Ken hereby authorizes the adoption of the National Incident Management System -Incident Command System, as the standard command and control system during emergency operations.
