HIRING FREEZE FOR COUNTY EMPLOYEES
Came to be heard this the 23rd day of May 2005, with a motion made by Commissioner
Nicholson, seconded by Commissioner Letz. The Court unanimously approved by vote
of 4-0-0 to implement a hiring freeze for the County except for sheriff deputies, jailers,
and juvenile detention officers.

County Judge and Commissioners:
I believe it would be prudent to implement a moratorium on new full-time employments
in Kerr County government. This action could aid us in solving anover-staffing problem
through attrition and allow to "right-size" our payroll without lay-offs. The moratorium
should exclude employment of Sheriff Deputies and Jailers. Elected officials and
department heads would be able to fill vacancies by transfers -" hiring from within".
