Comments: You asked that I provide you a surmnary of the proposed parallel taxiway 12/30 relocation project An overview is oudined below. The parallel taadway 12130 is beyond its service life. The infrashuctme has failed and rt cannot sustain continuous usage of today's ama-eit demands. A crew tardway will be required to support current demands. (see diagarn of project attached) The airport's capital improvement program incorporates reconstruction of this taxiway. To meet future instrument and today's aviation needs, it is recommended that relocation of the taxiway occur at the time of rewnstruction. Relocation of the taxiway will provide our ability to obtain future precision approaches as well as better accommodate aircraft flow. Kerrville has been offered a 90/10 grant to accommodate the taxiway relocation project. TxDOT has requested that we submit a Resolution approved by the owners as well as by the Board that indicates a local commitment to the design and the relocation of the parallel taxiway 12/30 project. Specifically, they have estimated the total project to be $6,617,000 and desire that the owners acknowledge the total local match that will be required from them for this project over athree-yeaz period. The total estimated local match for the project would be $b61,700. It is forecast to be funded in the Fiscal Years 2005, 2006 and 2007 budgets. The immediate payment request is for a local match of $92,117.00, which match obligation will be share equally between the owners ($46,058.50 each). This is to fund all engineering services and property acquisitions for this project. The $92,117 is funded in the FY 2005 budget. X80 JOINT RESOLUTION AUTHORIZING EXPENDITURE OF UP TO $92,117.00 IN FY 2005, AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AND ATTEST DOCUMENTS AND CONTRACTS NECESSARY FOR COMPLETION OF THE DESIGN AND CONSTRUCTION OF AIRPORT TAXIWAY 12/30 AND RELATED IMPROVEMENTS; NAMING THE TEXAS DEPARTMENT OF TRANSPORTATION AS THE AIRPORT'S AGENT FOR PURPOSES OF ADMINISTERING AND IMPLEMENTING THE PROJECT; AND ACKNOWLEDGING THAT THIS EXPENDITURE IS PART OF A LARGER PROJECT THAT IS EXPECTED TO REQUIltE A TOTAL MATCH OF $661,700.00 FROM THE CITY AND COUNTY JOINTLY OVER ATHREE- YEAR PERIOD WHEREAS, the Kerrville/Kerr County Joint Airport Board (Board) acting on behalf of the City of Kerrville, Texas (City), and Kerr County, Texas (County), joint owners of the Kerrville/Kerr County Municipal Airport (Airport), intend to make certain improvements to the Kerrville Municipal/I.ouis Schreiner Field; and WHEREAS, the intended project is to relocate the parallel taxiway 12/30; and WHEREAS, the project entails engineering design and construction to relocate the airport entrance road, land procurement, relocate patio hangars and relocate Al Mooney Road; and WHEREAS, the Board, on behalf of the City and County, intends to request financial assistance from the Texas Department of Transportation (TxDOT) for these improvements; and WHEREAS, Board recommends to the City and Coumy that they approve the project as designed, the total cost of which is currently estimated to be $6,617,000.00; and WHEREAS, it is understood that the taxiway relocation project shall take place over three years; and WHEREAS, the City and County have allocated and agree to pay the 10 percent local match for Engineering Services and land acquisition estimated to be $92,117 in FY 2005; and WHEREAS, the City and County will be responsible for the 10 percent local match for the construction of approximately one half of the parallel taxiway estimated to be $276,150 in FY 2006, contingent upon approval of their respective budgets; and WHEREAS, the City and County will be responsible for the 10 percent local match for the remaining portion of the parallel taxiway and road relocation estimated to be $293,433 in FY 2007, contingent upon approval of their respective budgets; and WHEREAS, the Board, acting on behalf of the City and County, names TxDOT as its agent for the purposes of applying for, receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements; and WHEREAS, the City, County and Board all find it to be in the public's best interest for the Board to proceed with this project as proposed above; NOW, THEREFORE, BE IT RESOLVED BY THE JOINT AIRPORT BOARD, THE CITY OF KERRVII.,LE AND THE COUNTY OF KERB SECTION ONE. That the City Manager, in his capacity as Airport management contractor for the City and Coumy, is hereby directed and authorized, at the appropriate time, and with the appropriate authorizations of these governing bodies, to execute all contracts and agreements with the State of Texas, represented by the Texas Department of Transportation, and such other parties as shall be necessary and appropriate for the implementation of the improvements to the Kerrville Municipal/Louis Schreiner Field. SECTION TWO. That the City Manager and City Clerk, acting on behalf of the Board, are hereby authorized to execute and attest, as appropriate, any grant documents and contracts 2 pertaining to the design and construction to relocate the parallel taxiway 12/30 and related improvements at the Airport. SECTION THREE. That the City Finance Director is hereby authorized and directed to pay TxDOT an amount not to exceed $92,117.00 in accordance with the provisions of the taxiway relocation grant, and upon receipt of invoice and approval by the City Manager from current funds available for such purposes in Budget Account No. Cr43 47-11743. SECTION FOUR. That the Commissioners Court for the County of Kerr supports the relocation of the parallel taxiway at the Kerrville/Kerr County Municipal Airport and understands that a total local match for the $6,617,000.00 will be $661,700.00, and that its financial obligation will therefore be one-half of that amount, or $330,850.00 divided over the three years as indicated above and contingent upon budget approval in those years SECTION FIVE.
