Agenda Item Backug Statement In July 2004, Commissioners' Court authorized the filing of an application to the Texas Water Development Board for Pre-Engineering Design Funding from their Small Community Hazdship Program for a Wastewater Collection System for the community of Center Point. During the time in which the application was being prepazed, several meetings and discussions took place with TWDB representatives about the Center Point Project, and great interest in it was expressed. While awaiting a determination from TWDB, I made a presentation to UGRA, and this agency whole-heartedly endorsed the Center Point Project, and authorized the required match of $60,885. Finally, in May, TWDB advised, "unfortunately, at this time, the SCHP does not have the fimding available to make grants. However be advised that staff is assessing all existingpro¢rams and funds to ascertain whether funds aze available in other azeas to assist you in this~roject." We know from our experience with the Kerrville South Wastewater Project to expect delays and unanticipated problems. We will be addressing some of these issues in sepazate agenda items today. We know, too, that delays uhimately drive up construction costs, and the Center Point Project as currently planned will be considerably more expensive and time consuming than the Kerrville South Project which is in its third year, and a year away from completion. Therefore, it seems appropriate to me to find an alternate way to obtain $60,885 that was requested from TWDB so that the Pre-Engineering Design process can get underway. One possible avenue to explore would be applying to local foundation(s) for all or a portion of the required amount. The agenda item seeks authority to apply for alternative funding for all or a portion of the amount needed to begin the preliminary work. I anticipate returning to TWDB in the future as the project moves forwazd. May 13, 2005 William H. Assistance requested was from the Texas Water Development Boazd's (Boazd) Small Community Hardship Program (SCHP) and consisted of approximately $60,880 in grant assistance in conjunction with the same amount being provided by local matching funds. The Board has only a few programs that can provide grants and a limited amount of funds available. Unfortunately, at this time, the SCHP does not have the funding available to make grants. However, be advised that staff is assessing all existing programs and funds to ascertain whether fends aze available in other areas to assist you in this project. If funds do become available we will notify you as to the parameters of the funds and the steps needed to apply for the assistance. Since your request was directed to the SCHP, I have enclosed the Financial Assistance Application Procedures and Requirements for the SCHP. Please note that the SCHP, by Boazd rule, requires a loan component for "the remaining portion of the amount of financial assistance requested in the application not provided as a grant shall be provided by a loan from another Board program" (TAC §363.1106). Based on the information provided, the applicant could receive 50% grant on the amount requested from the Board with the remaining 50% coming from a loan from the Board. The SCHP loan component requirement may not be met with other funds outside of the Board's programs. As stated earlier, staff is reviewing all Board programs and funds, including but not limited to the SCHP, seeking to find available assistance for this project.
