Gentlemen-
It is my understanding we only have one bid for long distance
service. About a month ago I had a visit with KTC and they
were very interested in continuing service to Kerr County.
Why they did not turn in a written bid, I do not know. I know
they have the desire to continue the service so I think they
should have the opportunity to bid. I have contacted them by
phone. Also, I think Southwestern Bell wants to be involved.

Monthly Recurring Charee: $5.95 per month. (Is typically charged per access line,
KTLD will waive this fee on all but one access line.)
Dn~ect Dialed Calls: will be billed at 5 cents per minute for both inter-state and intra-state
calls. Calls will be billed in 6 second increments with an 18 second minimum.
Incoming Toll Free Calls: will be billed at 9 cents per minute, billed in 6 second
increments with an 18 second minimum.
Calling Card Calls: will be billed at 9 cents per minute with no service charge. Calls will
be billed in 60 second increments.

Frontera Telecommunications, Inc. is pleased to offer Kerr County Government
with the following Long Distance Service Proposal.
Proposal:
Frontera Telecommunications, Inc, located at 2123 Sidney Baker, Kerrville Texas
78028, will provide Kerr County Government, located at 700 Main, Kerrville,
Texas 78028, with Voice over Internet Protocol (VoIP) equipment and program
the Kerr County PBX to access these VoIP LD trunks.
Service Description:
Kerr County Users will access the VoIP LD trunks by dialing 77 on their Norstar
Telephone Station.
Frontera will implement the existing personal account codes and add new codes
at no additional charge.
Users will be requested to enter their account code on each LD call. All account
codes will be switch verified for accounting purposes.
We are a local company and are always available for service or billing questions.
We offer a 24 hour response time for service issues and can usually be resolved
the same business day.
We are committed to quality and reliability
Billing:
The billing will be sent as an Adobe file via email to the county auditor. The
billing file can be opened using Adobe Acrobat Reader and will be broken down
by each department and account code. Each department summary will include
applicable taxes, 911, Texas USF and TIF surcharges. The monthly billing cycle
can be specified by the county.
The low cost VoIP LD will save the county additional tax dollars by not requiring
as many outbound telephone lines to the local phone company.
Example: If the County subscribes to 6 Lines of Frontera's VoIP LD service, there
will not be a monthly per line charge. The county pays just for per minute LD.
Then the County can disconnect 6 lines from the local telephone company and
save $29.60 per month per line. This does not include the additional applicable
taxes that are assessed on each line. The estimated base savings of a 6 line

reduction would be $177.60 per month, or, $2131.20 annual savings. Additional
savings would be realized by Frontera's very reasonable VoIP LD rates.

Recently, we implemented the very system proposed to allow the District Judges
& Auditors to test our VoIP LD product free of charge and the test was very
