Update on Victims of Crime Act Grant
On Monday, July 18 we received the official grant award notice from Governor Rick
Perry for the VOCA grant to fund the Kerr County Crime Victims' Rights Coordinator
program from July 1, 2005 to June 30, 2006. The grant award for $38,716 will cover
personnel costs for afull-time Crime Victims' Rights Coordinator.
Attached you will find a copy of the grant award letter and accompanying
information. Judge Tinley, Rex Emerson and Tommy Tomlinson signed the acceptance
of the award and it was faxed Monday morning to the Governor's Office.
Job Description for Crime Victim Rights' Coordinator
You received a draft copy last week of the job description for the Crime Victims'
Rights Coordinator based on the format used by Nash for other county employees. I
believe this job description must be approved by the commissioners' court.

Justice Division (CID) has streamlined the goof award notice procedure. The enclosed Grant Award Packe; which contains [he

SUMMARY
Assists victims of violent crime who aze residents of Kerr County or who have been victims of violent
crime in Kerr County and reside in other counties or states. Coordinates services for victims of felony
crimes in both the 198'" and 216`" judicial districts and misdemeanor assault cases for the county attorney.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is intended to be
illustrative and does not represent an exhaustive list of duties and responsibilities.
On a regular basis the coordinator will pick up case reports from the Kerr County Sheriff s Departrnent,
Kerrville Police Department, Ingram City Marshal's Department or the Texas Department of Public Safety
dealing with the following cases where victims are involved: assaults, aggravated assaults, family violence,
sexual assault, indecency with a child, arson, burglary, manslaughter, mwder or capital murder.
After grand jury indictments have been handed down, get a copy of the indictment list to check for victims.
Contact victims or the family of victims and either mail information or arrange an appointment to meet and
go over the rights of victims of crime as set forth in Article 56:045 of the Code of Criminal Procedure.
Help victims fill out an application for the Texas Crime Victims Compensation Fund, if applicable, to pay
for medical expenses, funeral expenses, counseling or other costs covered by the fund.
Establish Cooperative Working Agreements with medical providers and social service agencies to protect
the rights of victims, as well as protect the taxpayers of Kerr County from paying expenses from the
county's Indigent Health Care funds that should be paid from the Crime Victims Compensation Fund.
Gather restitution information for prosecutors and provide a copy of restitution to the prosecutors prior to
the court date at which the defendant is sentenced.
Help victims fill out a Crime Victim's Impact Statement to be placed in the case file and copies made for
the prosecutor's offices before the trial date.
Refer victims to social service agencies for help if needed.
Support victims of crime during the law enforcement investigations (if there is no law enforcement victim
assistance personnel assigned to the case and assistance requested by law enforcement.) Respond to the
crime scene, ONLY if requested by law enforcement.
Notify victims of court dates and assist victims of crime with support during court proceedings.
Bring victim's concerns to the attention of the prosecutor and the court.
Notify the court of the victim's intention to make a statement in court at the conclusion of their case
Seek services for crime scene clean-up, etc., which may impact the victim (if needed)
Maintain a data base of victims and services provided and maintain confidentiality as required by law.
Apply for federal grant annually to fund Crime Victims' Rights Coordinator program.
SUPERVISORY RESPONSIBILITIES
None, other than to supervise volunteers who may help with the program. The federal Victims of Crime
Act Grant requires volunteers to be involved in the services to victims. Volunteers who are Spanish-
speaking or meet the special needs of victims will be utilized as needed.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor's Degree in social science or related field preferred, but not required, or work experience in a
field providing services to crime victims or alaw-enforcement background.
LANGUAGE SKILLS
Ability to read and interpret legal documents, law enforcement case reports and other written materials
associated with the job. Ability to write reports and gather information for prosecutors. Ability to speak,
read and understand Spanish would be an advantage, but not a requirement for the position.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common
fractions and decimals. Ability to compute rate, ratio and percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out duties of the position including written and oral
requirements. Ability to deal with problems involving concrete variables in standardized situations.
