KERR COUNTY PROPOSAL TO CITY OF KERRVILLE EMS CONTRACT The Kerr County Commissioners' Court requests a joint meeting between the City of Kerrville City Council and the Kerr County Commissioner's Court to attempt to reach agreement on a new EMS contract between the city of Kerrville and Kerr County. The following points should provide the framework for discussions at a joint meeting. ,, ..~ I ' '" i ~/r>y v~ ~~~~ ~1 1.) Kerr County believes to the extent possible this service should reflect a "user-pay system that will include: a. Operational expenses b. Capital replacements costs c. Administration and overhead d. Medicare /Medicaid disallowables e. Bad debts f. Other expenses To accomplish this for Kerr County please provide a contract that permits Kerr County to set rates for all services provided in the county service area. 2.) Certain items in the contract should be accounted for and any subsidy provided based on the "number of patients" rather than the "number of total miles" (see attachment #2 Ron Patterson letter of May 3, 2005) .These items include: a. Administration costs b. Dispatch costs a Collection costs d. Bad debt expenses and right offs e. Office lease rent Another option would be to provide these services on a per call basis with a separate amount stated for each item. 3.) Ken County would continue funding for Medical Director and First Responder Program. as currently funded. 4.) The cost for EMS billing services shall be a sepazate item in the contract. This will permit this item to be taken out of the contract at the county's option. The county is reviewing the possibility of out sourcing this function. 5.) Kerr County agrees to pay a mutually agreed operational cost per EMS run into the county. 6.) The cost of the new ambulance should be deleted from the contract. The cost of all ambulances should be included under operational expenses. Kerr County does not want to own a part of an ambulance.
