Backup Statement for Agenda Item On February 14, 2005, Commissioners' Court authorized advertising for bids for the cleanup of Flat Rock Lake. The advertisement appeazed in the February 19 edition of the Kerrville Daily Times. Two bidders responded to the advertisement. One was from ERS Inc., from Jackson, MS., for $287,667; and the second was from Excavation Technologies, Inc., of Alvin, TX. for $69,200. In reviewing the scope of the project, I believe we can improve public safety on the lake with a basic cleanup that includes removal of the two large culvert pipes carried into the Lake by the flood of 2002; some of the submerged logs and stumps that really pose a safety hazard as well as some of the overhead limbs from dead Cypress trees. We will leave untouched other matter that contributes to good fish habitat. To do this, the number of hours to be performed would be reduced from 350 to 200 @ $168.00 per hour. The expenditure would now be reduced to $44,000. This would become a 5-week project as opposed to a project of neazly 9 weeks in duration as per the bid submitted. You may recall, the pipes, stumps, logs or limbs are to be removed from the water and brought to shore. It then becomes our responsibility to arrange for disposition of the moved material once brought to shore. Funds for this project aze provided in the '04-OS Budget. By reducing the scope of the project, we will save approximately $25,000 from original cost estimates which can be used to further other pazk improvements.
