Let me call to order the special Commissioners Court meeting scheduled for this date and time, Friday, September 23rd, 2005, at 10 a.m. It's just a bit past that now. The purpose of the meeting as posted was to hold a public hearing on the proposed Fiscal Year 2005-2006 tax rate for Kerr County, so at this time, I will open a public hearing on the proposed Fiscal Year 2005-2006 tax rate for Kerr County. (The regular Commissioners Court meeting was closed at 10:01 a.m., and a public hearing was held in open court, as follows:) P U B L I C H E A R I N G JUDGE TINLEY: Is there any member of the audience or the public that wishes to be heard with regard to the proposed Fiscal Year 2005-2006 tax rate for Kerr County? Yes, ma'am? If you'll please come forward and give your name and address? MS. RACKLEY: Thank you. I -- last time -- my name is Shirley Rackley, and I'm at 455 Pike's Peak Road, Kerrville. And the last time I gave a speech, I couldn't 9-Z?-u5 3 1 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 hardly -- I was going to start laughing, so I decided that I better sit down. But, anyway, something does need to be done. There is no doubt you need money to run the county, but you need somebody giving you proper and equitable appraisers -- appraisals, rather, on all the property so that you can run the county. And so if tax cuts need -- if personnel cuts need to be done or whatever temporarily, until you get your tar, base brought up to date and correct, then I guess at least that's the thing to do. It's really a very serious thing. Now, this morning -- as you see, this is -- this is only probably one-fourth of what I've researched, okay? I have a neighbor that lives on Keith Boulevard. She has a about 80-square-foot deck. Her deck was appraised at 5,800 -- in excess of $5,800. I have another neighbor who has a 370-square-foot deck, four times larger, but his was only appraised at $2,800. You have to get equitable appraisals on these things. You look at the difference, you know. So, what happened to her can account for ten ones that are too low, so -- if that helps you any. Does it? JUDGE TINLEY: Thank you, ma'am. We appreciate your comments. MS. RACKLEY: You're welcome. Anyone else? MS. RACKLEY: May I say something else, please? JUDGE TINLEY: Yes, ma'am. Certainly. MS. RACKLEY: The reason you aren't getting more people here -- let me tell you what happened to me. I filed a complaint with the tax -- Professional Tax Examiner, David Montoya. Do you know that Mr. Coates wrote them that I attacked him physically? And that he needed a policeman to be escorted around -- anywhere around me? I have it in writing. It's libel. People are afraid to get up here and stand up. Now, what I'm -- I'm not stupid. You know that. I wouldn't attack a 300-pound man, 6 foot 6, anyway. And I wouldn't attack anybody unless it was self-defense. So, it just doesn't make sense. And that's why you don't have people here talking to you. They're afraid. JUDGE TINLEY: Thank you, ma'am. We appreciate you being here.
