I'm not certain that we need to increase the tax rate here in Kerr County but I am certain that there needs to be a change made in personnel of the Kerr Central Appraisal District. Increasing the tax rate isn't going to solve the problem, it just makes those property owners already paying too much, pay more. Kerr County doesn't have the industry or the tax base to support a tax increase. It appears that the Chief Appraiser for the Kerr Central Appraisal District is not capable of doing the job of fair and equitable appraising for Kerr County. If the Chief Appraiser was properly performing his job there would be no need for this meeting. The Kerr Central Appraisal District IS NOT increasing the value of certain properties. There are serious breaches and extreme inequities in their approach to the appraisal of Real Estate. There is no professional consistency in the evaluation process. Appraiser, during regular working hours, using Kerr Central Appraisal District vehicles, have been observed shopping at Wal-Mart and Tractor Supply. When a sloppy evaluation process is exercised it creates a serious shortage of funds. When a sloppy evaluation process is exercised it creates serious Budgetary Problems for Kerr County. (i.e. For the Sheriffs Department, the Road Department, etc.). In my opinion, no Deputy Sheriff employed by this County should have to hold two (2) jobs or moonlight to make ends meet. Surely there is some way to fix the problem. The problem needs to be remedied immediately and it definitely needs to be remedied before Spring when the next evaluation process begins for 2006. A Class Action lawsuit would only further burden the taxpayers of this County. Myself and other properly owners have researched this appraisal problem extensively and we have found hundreds of ODD evaluations. To keep exhibits to a minimum I have attached only four (4) examples of ODD and UNDER evaluated properties. Three (3) of these properties reflect that they have been UNDER evaluated for more than five (5) years. Exhibit "A": Reference R47723, the attached copy of Michael J. comer's property evaluation. Note: According to his business card that I have on file, copy attached, Mr. Comer is employed as a Senior Appraiser with the Kerr Central Appraisal District. Most everyone in this room knows that the Homestead Exemption on each individual piece of real estate is $3,000.00. BUT Mr. Comer receives a Homestead Limit Adjustment of $18,958.00! Exhibit "B": Reference R39461. The evaluation on this property has not been increased in more than five (5) years. During four (4) years out of the past five (5) years this property owner has been building a new structure on the west end of the property. Exhibit "C": Reference R39467. This property has a 2, 111 square foot conventionally constructed residence. This property has a covered front porch, which has not appeared on the appraisal rolls for two (2) years or more. This property also has a single wide manufactured home, which appears to be 16' X 72' and this manufactured home does not appear on the appraisal rolls. For the property tax year 2004 and six (6) years prior, the dwelling on this property was assessed at $26,224.00, which equals $10.45 per square foot. The increase for the 2005 tax year was a mere $20,810.00, total evaluation $46,620.00 bringing the total per square foot to $22.08! Using the Chief Appraiser's fuzzy math, the comparative homes range from $64.93 to $ 88.20 per square foot. Exhibit "D": R39446. The evaluation on this property HAS NOT been increased in more than five (5) years and has remained at $1,250.00 per acre, while neighboring properties range from $1,800.00 to $5,000.00 per acre. Exhibit "E": A newspaper clipping reflecting the arrest of the Chairman of the Appraisal Review Board. SUMMARY: These exhibits and hundreds more like them leave little doubt that a competent Chief Appraiser is needed for Kerr County, one that is capable of correctly applying the appraisal and evaluation processes to real property.
