Meeting scheduled for Mondays: 5:00 P.M. previous Tuesday. 5 PEE °A ~ Kerr County Treasurer's Office MEMORANDUM ~,«~6r TO: Commissioner Baldwin FROM: Judy Carr / /~ U DATE: August 30, 2005 REF: Insurance Agent Pursuant to your request, the Treasurer's Office has compiled a list of requirements for the Kerr County Insurance Agent 1) Handle all open enrollments. 2) *Handle all "new hire" enrollments. 3) *Administer COBRA. 4) *Administer HIIPA. 5) *Available to answer the employee's insurance questions on a daily basis. *These necessities are not currently provided. New hire enrollments: Treasurer's Office is handling the insurance enrollment with all new employees. The employee is given the insurance booklet and the directory. The basic differences between the two insurance plans are explained. The employee is given the "temporary" insurance sheet along with a sheet showing Don Wallace & Associates and Jaime Ochoa' phone numbers. The employee is encouraged to call Don Wallace & Associates regarding any questions. (It is my understanding that Gloria Marines is handling the new hire enrollments at the Juvenile Detention Facility.) Administer COBRA: Treasurer's Office and the Juvenile Detention Facility are providing the COBRA paperwork, cost of the insurance, and general information. Administer HIIPA: Treasurer's Office is handling all HIIPA related cases. Answer questions: Treasurer's Office is handling all insurance questions/concerns whenever possible. If the office cannot answer the questions/concerns, the inquiries are emailed to Michelle Burnett with Wallace & Associates. A list of common questions/concerns: 1. They say I'm not in the system. 2. I don't know what Plan I'm on and how it works. 3. I haven't received my insurance card; I haven't receive my Benny card 4. How does the Benny cazd work? My Benny cazd doesn't work. 5. Can I take my dependents off my insurance? 6. My son has graduated from college; how long can I keep him on my insurance? 7. How does the deductible work? 8. How do I get reimbursed? 9. I've called Wallace & Associates; they never return my calls. 10. I can't use Family Practice; they won't take the Benny card. For examples, copies of a-mails aze attached that have been sent to Michelle Burnett and/or Jaime Ochoa. Page Two Notes of interest: I) After the open enrollment, Wallace & Associates took all the paperwork with them, sent it to Mutual of Omaha, and did not keep copies for their files. Only later, when they finally saw a need, they started making copies. I send all new hire enrollments directly to Mutual of Omaha; Wallace 8c Associates do not have copies of these either. (This is why they have to email or call our office to get employee information, i.e., dates of birth, social security numbers, etc., because they do not have copies of the enrollments.) 2) During a meeting with Don Wallace and Jaime Ochoa, I attempted to give Don Wallace the Beneficiary Forms. Don said to keep them here. 3) Our office does not know the name of the "agent" Don Wallace hired to "help" us locally.
