On Wednesday, the airport manager instructed a licensed aircraft pilot in a licensed aircraft not to land and refuel at the Kerrville airport. That same aircraft and others similar to it have landed at the airport in the past. 1. What authority gives the airport manager the right and power to do this? 2. Have the FAA, Department of Transportation, and Tex-Dot been notified? 3. How much Federal money has the Airport received in the past 5 years? 4. Has an airport official investigated whether or not the Kemille airport can be required to return all federal money for refusing landing to legal aircraft? 5. Will this be the kind of publicity that will be beneficial to the airport? B. The roads on the airport are used by automobiles, 18 wheel trucks, and various unregistered vehicles (fork-lifts etc). 1. Who owns the roads? 2. Who is responsible for maintenance? (The section near the fuel farm is in terrible condition). 3. What law enforcement agency has jurisdiction? (In case of an accident, what law applies, who responds or writes the ticket?) C. As an aircraft owner, commercial pilot, flight instructor, and taxpayer, I have several questions about airport operations. Almost daily there are 3 or more vehicles simultaneously on the runways, and taxiways. 1. Is the airport manager's personnel vehicle covered by enough insurance to pay for a big jet? 2. Do the vehicles monitor the Unicorn frequency? 3. Have the people in the trucks and on the tractors received training on aircraft procedures, vocabulary, and responses? 4. Does the airport manager try to reduce the number of vehicles on the runway to the least number necessary? 5. When I see something that is unsafe I am expected to report it to the proper authorities. If it is the airport manager that is being unsafe, rude or unresponsive, to whom do I report it and what course of action can be expected? 6. The airport is funded by taxes. Which of my elected officials has authority over the airport and its management? Where does the buck stop?
