Texas Dear Mr. Odom; As requested by Corrmrissioner Jonathan Letz during the Commissioners Court rneeting of July 11, 2005, this letter is intended to serve as justification to waive the requirement of storm water detention facilities for the above subject project. The Ledge Stone Development (95.67 acres) fronts Texas Highway 27 immediately East of Center Point, and is positioned at the extreme downstream end of a dxaiuage basin that is approximately 878 acres based on the Center Poiat, Texas USGS quadrangle map. In fact, the southeastern most comer of this development is the outfall point of this -`~ 878 acre drainage basin to an existing TxDOT multi-cell box culvert drainage stmcture under Texas Highway 27. The 95.67 acre development represents less than 11% of the surface area contributing to the tota1878 acre drainage basin. Maintaining Ken County Subdivision Rules and Regulators for road culvert design criteria, predevelopment and post development runoff calculations were performed using the National Resources Conservation Service TR - 55 (small watershed hydrology) Program System This program system requires use of hydrologic groups of site specific soil classifications within the 878 acre drainage basin. Based on these hydrologic groups of site specific soil classifications, the predevelopment runoff conditions for the 878 acres calls for a composite runoff number of 73. The post development runoff conditions for the 878 acres calls for a composite runoff nuu~ber of 74. Again, maintaining Kerr County Subdivision Rules and Regulations for road culvert design criteria, the predevelopment storm water runoff equates to 804 cubic feet ner second while the post development storm water runoff equates to 815 cubic feet ner second. This represents a storm water runoff rate increase of less than 1.37% to the existing multi-cell box culvert under State Highway 27.
