Main Kerrville, TX 78028-5323 Dear Commissioner Williams: The new federal highway legislation entitled Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) provides a mechanism for accomplishing non-traditional transportation related activities that have a relationship to the surface transportation system. As such, the Texas Department of Transportation (TxDOT) is pleased to announce the 2005 Program Call seeking candidate projects for the Statewide Transportation Enhancement Program. The call for projects began on November 1, 2005 and will end at 5:00 pm on April 28, 2006. Information regarding the 2005 Program Call including nomination forms are available on the TxDOT website at www.dot.state.tx.us/te. The San Antonio District of TxDOT will conduct a workshop on December 5, 2005 at 10:00 am to discuss the enhancement program and the project nomination process specifically with governmental entities who may be interested in this program. Representatives from any governmental entity as well as members of the public are invited to attend this workshop which will held in the Building 2 training room at the San Antonio District headquarters, located at 4615 N.W. Loop 410 (Loop 410 and Callaghan Rd.) in San Antonio Texas. General IMormatan The Texas Department of Transportation is the agency responsible for the administration M the Statewide Transportation Enhancement Program. Transportation enhancements are provided under the federal transportation legislation, the Safe, Accountable, Flexible and the ElricteM- Transportation equity Act A Legacy for Users (SAFETEA-LU). The program indudes transportation-related activities that crontdbute to the livelihood of communities, promote the quality of our environment and enhance the aesthetiw of our roadways. The goal of the program is to encourage diverse modes of travel, increase the community benefits to transportation imestmerrt, streng0ren partnerships between State and logl governments and promote dtizen involvement in transportation decisions. Program Irrtormadorr The Transportation Enhancement Program is a statewide competitive program and is administered in accordance with applicable federal and state rules and regWations. The funds provided by this program are on a cost reimbursement basis and not considered a grant Projects undertaken with enhancement funds are eligible for reimbursement of up to 80% of allowable costs. The govemmeMal entity nominating a project is responsible for the remaining cost share, inducting all cost overruns. To be eligible for consideration, all projects must demonstrate a relationship to the surface transportation system through either function or impact:, go above and beyond standard transportation activities; and incorporate one of the following 12 categories: 1. Provision of facilities for pedestrians and bicycles 2. Provision of safety and education activities for pedestrian and bicyclist 3. Acquisition of scenic easements and scenic and historic properties 4. Landscaping and other scenic beautification 6. Historic preservation 7. Archaeological planning and research 11. Environmental mitigation to address water pollution due to highway runoff or reduce vehicle-caused wildlife mortaliTy while maintaining habitat connectivity 12.
