County Judge and Commissioners: Four of the five seats on the ESD#2 Boazd aze due for appointments. - The term of the seat held by Steve Bauer, who resigned, runs through 2006. - The seats held by Cleo Meadow, John Gibbers and F. C. "Corky" Henson are due for two-year appointments. - The term of the seat held by Wes Patten does not expire until the end of 2006. Mr. John Gibbers has chosen not to stand for re-appointment. The Texas Health and Safety Codes sets these eligibility requirements for membership: 1. At least 18 yeazs of age; and 2. A resident citizen of the state and: a. a qualified voter within areas served by the district; or b. the owner of land subject to taxation in the district. These residents of the ESD#2 district are nominated for election to the Boazd: 1. Ms.Cleo Meadow to serve the one-yeaz unexpired term of the seat vacated by Steve Bauer. Ms. Meadow is an asset to the district. She is secretary of the board and is willing to serve one more yeaz in order to provide needed continuity. 2. Mr. F. C. "Corky" Henson to be re-appointed to a second, two-yeaz term. Mr. Henson has served as president of the Boazd and he has excellent leadership and organization skills. 3. Mr. Joseph H. Shafer, Jr. to be appointed to serve atwo-yeaz term. Mr. Shafer is a retired engineer and has a MBA. He has supported the MHVFD for 29 yeazs and supported the establishment of the ESD#2. His management skills will be valuable to the board. 4. Ms. La Verne Talbert Boles to be appointed to serve atwo-year term. Ms. Boles has BS and MS degrees from Baylor, is a graduate of Tivy High School, is a retired educator and has deep roots in Mountain Home. Ms. Boles will be a valuable and credible member of the Boazd. This is an excellent slate of nominees and we are fortunate to have such high quality citizens who are willing to participate in public service. I saw the present-day fire house being built and have seen it used, enlazged, and improved through the years. My husband, children, and I returned to Mountain Home in 1980 and built a home on our family's ranch and have lived here and served our county through public education. My husband and I were chazter members of the Ingram Tom Moore faculty and we saw that school being built and had input in its Vocational programs. My husband served as the Vocational Agriculture/Agriculture Science Department for 21 years at Ingram and a total of 31 yeazs of Public Education service. He also served in the U. S. Army and is a Viet Nam Veteran. We reazed our children here and have been active in church activities, 4-H and FFA activities, local school events and community activities. I presently serve on the Boazd of Christian Women's Job Corps of Kerr County where I also volunteer and teach computer classes. TOTAL P.01 2005 ANNUAL REPORT OF KERR COUNTY EMERGENCY SERVICES DISTRICT N0.2 TO KERB COUNTY COMMISSIONERS COURT Dec. 27, 2005 Having been authorized by voters of the Mountain Home Community in the Fall of 2003, kerr County Emergency Services District No.2 first levied an ad valorem tax in 2004 and began funding fire protection services from those tax revenues in early 2005. The District Board is subject to chapter 775 of the Texas Health & Safety Code, chapter 171 of the Local Government Code and numerous other State Statutes. Our first responsibilih is to the District taxpayer and our Mission is "to provide funding for improved fire prevention and protection within ESD#2." Notewrorthy accomplishments for calendar 2005 include: r In August 2004 a $10554.20 project to purchase individual firefighter safety apparatus and communications gear for the Mountain Home Volunteer Fire Department was authorized and incorporated into the District budget and tax rate for fiscal year 2005. That project, revised in March 2005, amourned to about 60% of the ESD Budget for FY2005. Of the final $10624.35 capital expenditure authorized, $9670 15 was committed and spent this year by MHVFD and $954.00 remains uncommitted. Details of calendar year 2005 income and expenditures arc attached. v A small committee composed of members of MHVFD and the ESD Board was established in early 2005 to write grant applications for MHVFD. The committee completed two applications, one of which was approved by the Texas Forest Service for $108,000 to purchase a tanker truck. Project funding requests were solicited of MHVFD beginning in April 2005 in support of the FY2006 District budget and the corresponding tax levy. A funding request by MHVFD for up to $56,000 in support of the purchase of a new tanker truck was approved rmanimously by the ESD Board in August 2005. This substantial, multi-year commitment was possible as the ESD can borrow against future tax revenues. The first year's loan payment, $14,000, of that total was approved in the FY2006 Budget and tax rate. Subsequently, MHVFD withdrew their request for funding for the tanker truck which reduced the FY2006 budget from $19000.00 to $4965.00 and the corresponding tax levy to $0.0081 per $100 valuation. a substantial savings for local taxpayers. r In keeping with the wisdom of `'an ounce of prevention is worth a pound of cure", the ESD provided funding and members of the District Board, the MHVFD Ladies Auxiliary and local citizens provided volunteer labor to distribute some 700 copies of fire protection literature to District property owners. Brochures provided by FireWise, inc. describe numerous ways landowners in the urban-wildlands interface can take individual and inexpensive action to reduce fire hazards azound their homes and property. i Financial records of KCESD#2 for FY2005 have been favorabh~ audited by the Kerr County Auditor. Henson, President Board of Commissioners Kerr County Emergency Services District No.2 Kerr County Commissioners Court December 27, 2005 Gentlemen, There was a letter in the Kerrville Times yesterday that said in effect that the fire department decided not to respond to criticism. That was a good tactic on their part. "Don't talk about what you don't want to have people talk about". They have good reason to do their talking behind closed doors. I hope that they have not been completely successful. The members of the Service District Board have been silent for another reason. They hoped in vain that the fire department management would come to its senses and decide to play by the accepted and legislated rules of society. This hope has been in vain. It has been said that "All that is necessary to have tyranny prevail is to have good people say nothing". We are here today to be heard. It is sad to see that the Mountain Home Fire Department Management has stooped to seeking revenge on the Emergency Service District Board for doing its duty as the watch dog of public funds which have been entrusted to them by this Court. The quietly pursued, yet unrelenting and orchestrated, attack on Corky Henson is an attack on the entire Service District Board. They believe in what they have been doing and will continue to do if allowed. They voted unanimously to fulfill what they felt was their responsibility to protect the public interest. The management of the fire department on the other hand has consistently and hostilely confronted the Service District Board in a manipulative and bullying fashion, and has resorted to multiple and significant deviations from the truth in their presentations to the Emergency Service District Board and thus the public. Page 2 of 2 The law setting up Service Districts for good reason specifically provides for a separation between them and the organizations with which they may choose to contract for emergency services. To give credence to the fire department's drive for revenge for the proper and unanimous actions of this Board would be a travesty of justice. It should be known that while he was a member of the fire department Corky Henson solely researched and wrote the successful grant that was used to purchase the department's new brush truck in 2003. Then as the president of the ESD board he is the one who proposed that a joint committee of that board and the fire department cooperatively make the application that resulted in the department getting the $108,000 grant that made the purchase of another new truck possible. The specifications for a new tanker truck that were used in the application were drawn up by ]im Haynie of the fire department who also edited the application. Corky Henson did all of the research and composed the successful grant application. There was good cooperation between the fire department and the district. It was the management of the department that failed us. Ask yourselves, would any support of this sought revenge against people doing their best to uphold the law be a proper way to show appreciation for dedicated and effective public service? Or will you now decide to reward those who have shamelessly ignored the rules of society.
