The project was named the Walk Bridge in Flat Rock Park @3rd Creek. As Commissioner Bill Williams explained in December 22, 2003, letter, the Kcn: County Commissioners Court felt the bridge should be upgraded and intended to use the funds from FEMA, Office of Rural Community Affairs (ORCA), and Kerr County to upgrade that structure. However, this project also includes the use of materials tied to a Texas Department of Transportation (TXDOT) project and until now we have not been able to get a firm timeline fmm them on when the materials will be available. 23ow that we have a TXDOT timeline, we know this project can not be completed until August 2005. Therefore, we respectfully request an extension for the Walk Bridge in Flat Rock Park until August of 2005, to allow us to coordinate the project with TXDOT and complete the Walk Bridge. If you have any questions or need more information, please feel free to call either me or Truby Hardin aY 830-257-2993. It is important to remember that the reason for delay must be based on extenuating circumstances or unusual project requirements that are beyond the control of your jurisdiction/organi~tion. You are reminded that the Project Completion and Certification Report (P.4) provided with your project application must be completed (per the instructions on the signature page) and returned to our office following the completion of the approved work. 1f you have any questions concerning this, please contact Jahn Latham at 512-424-5057. cc: Mr. George A. Robinson, FEMA Region b s d'~ Kerr County Road & Bridge 4080 San Ivrtonio Hwy Kerrville, Texas 78028 TO: COMMISSIONERS COURT FROM: LEONARD ODOM, JR DATE: July 14, 2004 RE: WALK BRIDGE IN THE FLAT ROCK PARK During Court on Monday, July 12, 2004 we were instructed to request an extension from FEMA for the Walk Bridge in the Park. In order to get some kind of 6me line on what kind of extension was needed I talked with TXDOT on when the railcars from the Hemtann Sons Bridge would be available for us to use in building the Walk Bridge in the park. Here's the estimated time-line for the Hermann Sons Bridge: October 2004 Bid October 31, 2004 Awarding of Bid November 2004 Project Starts June 2005 Project Complete Mid June Railcars will be removed If TXDOT follows this time-line for Hermann Sons Bridge, Road & Bridge should be able to have the Walk Bridge in place sometime in August, weather perrztitting. Before the railcars can be moved to the new location foundation piers and end caps need to be in place. Those funds need to be available Nov 2004. The cost of a Walk Bridge using the railcars will be determined by the location of the bridge. Depending on location we may use one car or two. The cost of installing one car should be approximately half of the estimate I have outline below. Two Railcars Pier Drillings & Endcaps $19,000.00 Concrete Guardpost Fill Rock Excavator Hardware (nuts bolts) I" Steel Plate Crane Cement stabilized base 5ea1 Coat Material 7,500.00 600.00 ],700.00 9,400.00 1,250.00 2,540.00 1,600.00 1,875.00 500.00 $ 46,265.00 + labor Th walk bridge The total grant funds available aie $9,232.00. FBMA has already paid $6,924.00. ORCA will reimburse $2,308, if we can get an extension. Since this is a Pazk project, not a Road 8c Bridge project, we would need to know where the funds will be budgeted so that what we can keep the records for grant purposes. Th walk bridge
