Came to be heard this the 23rd day of January, 2006, with a motion made by
Commissioner Nicholson, seconded by Commissioner Baldwin. The Court
unanimously approved by vote of 4-0-0 to:
Set Public Hearing for March 6, 2006, at 10:00 a.m. to increase the speed
limit on Klein Branch from 30 mph to 45 mph.

RE: Regulatory Signs
It cost us over $200 every time we do a public notice for signs and we only budget for once or
twice a year. We keep a list of roads and when there are enough to make it worth while we set
another public hearing.
Even though we just finished the process January 9, 2006, we have been asked to present another
request to the Court.
1) Klein Branch was posted at 30 mph by Court Order #20850, March 23, 1992.
.-.-. Mr. Larry Harris recently started pursuing Road & Bridge, Commissioner
Nicholson, the County Clerk, etc. to increase the speed limit. We did a traffic
study and found that 45 mph would probably be a safer speed.
Mr. Harris understands our policy and has offered to pay for the public
hearing cost to move up the timeline.
2) A 3-way Stop at Roy and Thurman Streets was request by a citizen to slow
traffic. We explained to them the purpose of a "Stop" sign is not to slow
traffic, but to facilitate the movement of traffic. Commissioner Letz requested
that we do a traffic study.
We have attached the totals of the traffic study that shows no excessive speed
over a holiday weekend. Therefore our recommendation would be not to
install a 3' Way Stop sign.
At this time we ask the Court to consider whether they want to set a public hearing for these
signs.

It is the intention of the Commissioners Court to set regulatory signs on various roads in
Kerr County.
A public hearing will be held March 6, 2006, at 10:00 a.m., in the Commissioners
Courtroom of the Kerr County Courthouse, 700 Main, Kerrville, Texas, concerning the
