This Commissioners' Court will hold a meeting at 9:00 a.m. Monday,
February 13, 2006, at the Kerr County Courthouse in the Commissioners'
Courtroom.

Karl Buckler to use Flat Rock Lake Park, Easter weekend, April

1.22 Consider and discuss Kerr County's authority under Texas
Constitution and various laws to regulate and/or place restrictions
on mining, rock crushing and related operations -particularly
those in or near the flood plain of the Guadalupe River and/or its

1.23 Consider and discuss relevance of Kerr County Flood and
Damage Prevention Order No. 26463, approved June 26, 2000,
and subsequent Court Order No. 28420, adopted November 24,
2003, which amended the original order, as it may apply to
mining, rock crushing and related operations in or near the Flood
Plain of the Guadalupe River and/or its tributaries; and take
appropriate actions to strengthen same. (Commissioner, Pct.

1.24 Consider and discuss S.B. 1354. which amended Ch. 26,
Subchapter M of the Texas Water Code; its relevance to current
and planned mining operations in Kerr County on the Guadalupe
River and/or its tributaries. Authorize an official meeting
between Kerr County, UGRA Officials, Concerned Area Citizens
and State Legislators to discuss possible introduction of similar
legislation to protect the Guadalupe River. (Commissioner, Pct.

1.25 Consider and discuss matters contained in the "Community
Covenant" between Burnet County and Capital Aggregate of
Austin, Texas; methods by which a similar agreement might be
negotiated between Kerr County and Wheatcraft, Inc., addressing
activities related to mining and rock crushing such as noise, truck
traffic, blasting, storm water discharge, etc., if legally possible to

1.26 Consider, discuss and take appropriate action regarding report
from Environmental Health Director Miguel Arreola identifying
an un-permitted septic system installation on Jerry Wheatcraft
