Kerr County Juvenile Facility Report for January, 2006 February 13,2006 - Average Population-32 o Post-Adj.-25 o Pre-Adj.-7 - Discharges-7 - Intakes-1 - Pending Intakes-3 o El Paso-i o Guadalupe-1 o Kerr-1 - Revenue-X92,436 o Decrease of $24,144 from December - Expenditures-$142,615.94 o Decrease of $10,160.67 from December - Comp. Time-1516.7 hours remaining o Decrease of an additiona1368.8hnurs The average population decreased due to the drop in referrals. According to information obtained at the Juvenile Chief s conference in Austin mid-January, this seems to be the case statewide. Juvenile referrals are down across the state. January referrals are normally down due to the after-effects of the holiday season. We expect placements to pickup in February and March. Another factor that is impacting the referrals at the facility is the political rhetoric circulating the county. Rumors and gossip reach counties that contract with the facility and once again counties call the facility inquiring upon the stability of the facility. Other news from the conference at Austin is the beginning of the discussions surrounding the proposed standard revisions from TJPC. There is an effort by TJPC to increase the mental health services for juveniles through county probation departments and juvenile facilities. However, Vicki Spriggs announced they would not implement the revised mental health standards until there was state funding available to counties. Other proposed standard revisions involve JDO certification requirements and extending the length of certifications from 2 years to 5 years. More discussions and workshops will be conducted over the next year or two with input from the juvenile probation field regarding the changes. The proposed effective date for implementing the revisions is Sept. 2009. The facility in Colorado County is closing or may have already closed by the time of this Commissioners Court meeting. This facility was apost-adjudication facility. We have received two phone calls to date inquiring the possibility of placing juveniles at our facility since they can no longer use Colorado County. The pre- adjudication facility in Canadian closed the first week of February. We do not foresee any possible placements due to this closure as the distance would not be cost- effective for pre-adjudicated juveniles. Tarrant County expressed interest in placing residents at the facility again. The placement officer stated that she was planning a trip to San Antonio the later part of February and she was planning to come by the facility for a tour. The NSLP regional auditor came to the facility to conduct the annual audit. There were a few non-compliances regarding new procedures in forms completion that we were unaware. Michelle Irby, the NSLP coordinator, wrote a plan of action and rectified the non-compliances. She submitted her report and we received word that her plan of action was approved. She has implemented a more stream-lined process to monitor food portion recordings and point of service records.
