ACT. (TITLE 5, CHAPTER 551, GOVERNMENT CODE AND TITLE 5,
CHAPTER 552, GOVERNMENT CODE.)
This Kerr County Juvenile Facility Boazd of Trustees will hold a meeting at 11:00
A.M., Monday, April 24, 2006, at the Kerr County Courthouse in the Commissioners
Courtroom.

1.1 Consider, discuss and take appropriate action to rescind previous
Boazd Order(s) which directed that all detention operations be
moved to the newer annex building at the Kerr County Juvenile
Facility. ~~

The older building of the two buildings which compromise the Kerr County Juvenile
Facility is the building in which juvenile detention operations have been conducted since
the inception of the Facility in 1994. Because of the continuous operation of detention
operations in that older building, the facilities in that building have been "grandfathered"
or exempted from compliance with various facility requirements which were placed in
effect after that building was placed in use. For example, the 12 "dry cells" currently
used or available for use in the building are not permitted under current Facility
Standazds. The cost to modify or renovate the facility in order that those 12 cells could be
utilized under current standards and to correct other deficiencies which are not in
compliance with current standards could become very expensive.
If it were decided in the future to use the detention facilities in the older building after
detention operations has totally ceased for a period of time, the exempt or
"grandfathered" status of the older building could be lost. Therefore, it might be
appropriate to continue detention operations in the older building and to rescind any
previous Boazd Order(s) which direct that detention operations be moved to the newer
annex building at the Facility before those Order(s) can be fully implemented.
