Projects funded by Kerr County Crime Stoppers since August 1, 2005 1. The purchase of 36 hand-held radios and chargers to be placed in the Mobile Emergency Command Center based at the Kerr County Sheriffls Department. The radios can be handed out to emergency workers/agencies that respond to the scene of a natural disaster or emergency situation or can be used for security at community events, if needed. 2. We purchased a repeater, license and other equipment to enable the command center to have astand-alone radio frequency. The repeater will facilitate communications without interfering with other agencies' designated communications channels in the event of an emergency. The command center is available to be deployed for natural disasters like fires, floods, tornadoes, hurricanes or other emergency situations. It is also available for homeland security purposes, if needed. 3. We purchased two new computers for the Kerr County Jail's booking room to allow the jail's computer system to be upgraded for the new Odyssey software program. 4. For the Ingram City Marshal's Department we purchased a desktop computer for the patrol report room plus equipment for installation and setting up four laptop computers for their patrol cars. 5. We purchased recording equipment including cameras and computers and furniture for upgrading the interview room at the Kerrville Police Department. The new equipment makes it possible for the interviews to be quality recorded and reproduced for court proceedings and gives police officers the ability to review the interviews in case preparation. 6. We purchased several pairs of special "drunk-driving simulation" glasses for use by school resource officers to use with students in the classroom setting. 7. We purchased a desktop computer for Pct. 1 Constable David Billeiter and laptops for our coordinator George McHorse and one for use by the Crime Stoppers board treasurer. 8. We purchased several refurbished laptop computers for the Doyle Community Center's after school youth program. As funds become available in the future we plan to continue to provide equipment and support for our local law enforcement community and emergency responders. Kerr County Crime Stoppers Update Commissioners Court-April 24, 2006 Last summer the board of directors of Kerr County Crime Stoppers received news that the rules for use of reward money by Crime Stoppers organizations in Texas had changed. Affiliates with excess funds could use some of the funds to purchase items that would benefit the community for law enforcement agencies, crime prevention programs, Campus Crime Stoppers programs or for the adult program itself. The board of Kerr County Crime Stoppers elected to move $50,000 in excess reward funds into an excess funds account. The monies came from Crime Stoppers fees assessed by District Judges Steve Ables and Karl Prohl and County Court at Law Judge Spencer Brown and our prosecutors when criminals are adjudicated in court in our county. Over the years our reward account had grown to over $100,000 and we have been paying out between $25,000 and $30,000 per year in rewazds in both our adult and campus programs. We currently have Campus Crime Stoppers programs at Tivy High School, Hal Peterson Middle School, Ingram Tom Moore High School and Ingram Middle School and at Center Point High School and Center Point Middle School campuses and pay rewazds for those programs from our rewards account. In 2005 we paid out over $5,000 in rewards through our campus programs, primarily for weapons and drugs on the campuses. Our campus programs each have a student board of directors that decides the amount of reward paid out in many of the cases. Recently a burglary was solved at Hal Peterson Middle School through a Crime Stoppers tip. All tips to Crime Stoppers remain anonymous. Callers are given a tip identification number and then if the tip is good the person calls back and is given instructions to pick up their cash rewadd. Ken• County Deputy George McHorse is the law enforcement coordinator for our program and we have campus coordinators in each school district for the campus programs. As a board we wanted the commissioners court and the public to know what we have done to improve local law enforcement in the past yeaz...all paid for by criminals who have been through our justice system. We want to acknowledge also how important the cooperation of the judges and prosecutors in assessing these Crime Stoppers fees has been...and what a great benefit all the citizens of Kerr County have received.
