The two areas where this requirement comes into play are drainage plans and road design. I have interviewed Mr. Wayne Wells for this position. Mr. Wells currently provides the same service for Gillespie County Commissioners Court on a contract as-needed basis. I feel Mr. Wells is qualified and expext a proposal from him that I will recommend to the court. I have provided each of you with a copy of his resume. If not, then you should know that I hve proposed a rate of $35.00 an hour for the required reviews and a rate of $20.00 with travel mileage billed separately at the IRS standard mileage rate for business ($0.485 per mile after 8/31!05). The estimated costs of reviews vary greatly from 3 hours fora 6 lot subdivision by a local engineer, including comments and resolution of same ; 10 hours for a 56 lot subdivision by the same engineer; to 20 hours fora 67 lat subdivision by an out- of county engineer, not including hours for a review of a replat. These Engineering Services will include, as a minimum, the review of submitted documents in accordance with the aforementioned Regulations in their current and amended forms. Documents will be reviewed for compliance with generally accepted engineering practices and will not include a detailed. engineering review; i.e. drainage requirements will be reviewed for providing the required items of the Regulations, but will not include an independent detailed calculation to verify provided calculations. Documents to be reviewed will include, as a minimum, the following: 1. Drainage requirements 2. Plan and profile drawings 3. Construction detail drawings including, but not limited to: a. Cross sections of roadways b. Drainage structure details ' a Guardrails and other safety features 4. Sign layouts 5. Traffic studies or calculations to justify any traffic volume requirements for proposed subdivisions Additionally, I will provide reviews of future changes to Kerr County Subdivision Regulations, as requested by Commissioners Court, or their representative, at the same rate as hereinafter stipulated by this Engineering Services Proposal. For the Kerr County fiscal years 2006 and 2007, I am proposing to provide Engineering Services to Kerr County at the rate of thirty-five dollars ($35.00) per hour. My travel time will be billed out at twenty dollars ($20.00) per hour plus mileage. Mileage will be billed at the Standazd Mileage Rate for Business Use of a Vehicle, as established by the Internal Revenue Service of the United States. For the period after August 31, 2005, this rate was forty-eight and one-half cents ($0.485) per mile. Should Kerr County decide to request Construction Compliance Inspections, these will be performed at the aforementioned rates. The inspections will be performed at the following stages of development: On receipt of formal notice that subdivision of lands is proposed, a site inspection will be conducted to evaluate the conceptual plans and validate preliminary determinations of road routing and classification. When right of way has been cleared for gmding, location and size of drainage structures will be reviewed and verified. Any special grading sections will be established at this time. When grading is complete and subgrade is prepared for receipt of base material. During placement of base material when the material being delivered will be sampled and tested for conformity with quality and grading requirements. After base material has been completed and finished for the prime coat. When prime coat is cured and before placement of the weazing surface. Interim maintenance and condition inspections during a period of one year following tentative acceptance of the work by the Commissioners Court. Interim maintenance activities shall include such items as drainage correction and refinement, spilled concrete, mud and debris on road, damage from previously unknown springs, pumping of pavement, unraveling of pavement, etc. Maintenance of drainage improvements shall include removing debris, re- grading eroded areas, re-sodding eroded areas and the installation of additional concrete riprap where designated by the Precinct Commissioner to permanently prevent erosion. Billings will be performed on a monthly basis and will be broken down by the respective subdivision for which work is performed. Additionally, billings will reflect whether the work is performed for an engineering review or for compliance inspections (if applicable). Payment shall be made in the month of billing submittal provided the submittal is presented in adequate time for county personnel to review it for approval prior to the last Commissioners Court meeting for said month. Your signature on this document provides acceptance of this proposal. This proposal will constitute a contract for Contract Labor for Kers County.
