USER PAY It is appropriate and equitable that those who use certain government-provided services pay the cost of those services. This concept is applied at every level of government, but the application is often inconsistent -some services that should be paid by users are paid from general revenues (taxes). This paper outlines some criteria for user pay services and lists those services provided by Kerr County that meet the criteria. CRITERIA 1. Individual users aze identifiable. 2. The number of users of the particulaz service is less than the tax-payer population. 3. Some users aze not local taxpayers 4. Cost of the service is measurable. 5. Billing/collecting is feasible. ELIGIBLE SERVICES I. Ag Barn. The Ag Barn should be available at no cost to only youth events, all others should pay the full incremental costs of operating the facility. Fees should be set at a rate that will cover the full costs. 2. Emergency Medical Services. A small percentage of the total local population uses these services. Some users are not Kerr County residents. Fees should be increased to a level that pays the full cost of the service. 3. Animal Control. Identifying users is difficult. Animal owners aze not the only users; all citizens potentially benefit from enforcement of the code. Fees should be set at a level that will produce significant revenue, but not so high as to negatively impact collection. 4. OSSF. Many taxpayers do not use this service although the general population does benefit from environmental protection. Fees should be increased to a level that pays the cost of the service. 5. Library. Charging all users would jeopardize participation in certain valuable programs. The feasibility of chazging fees to those who are not residents of Kerrville should be explored. 6. Subdivision Administration. The principal users of this service are developers; they should pay the full cost. 7. Airport. Few local residents use this facility; users should pay fees that cover the full cost. 8. Probation. 9. Juvenile Detention. 10. County Clerks Office. 11. Passports.
