MEMO TO: County Judge Pat Tinley, Commissioner Baldwin, Commissioner Williams, Commissioner L,etz, Commissioner Nicholson, County Attorney Rex Emerson FROM: Barbara Nemec, County Trea'~ure DATE: June 12, 2006 RE: Constitutional Duties "Over the past sixteen years my office has been performing, in addition to my constitutional duties, the human resources duties for the County. Sixteen years ago we had just over one hundred (100) employees and I had one full-time employee. Today, the County employs over three hundred (300) individuals and I have one part-time employee. In addition, the number of services provided to each empbyee has also increased over the years. Working with and for our employees has been a source of great pride and fulfillment forme. Our employees are the backbone of our county government and are truly dedicated public servants. Unfortunately, we have reached a skuation where my office does not have the staff or the resources to perform both the Treasurer's constitutional duties and the human resources function. Because human resources, and all that entails, are not part of my constitutional duties, it is time to realign the Treasurers office duties with the Texas constitution. Therefore, please allow this to serve as my formal notice that, effective August 1, 2006, the Treasurer's office will no bnger provide the human resource function for Kerr County. Furthermore, at this time, there are duties listed as constitutional duties of the Treasurer's office being performed in other departments. As part of this realignment, I am asking that those duties be returned to the Treasurer's office where they properly belong. I will be happy to work closely with the County Attomey and anyone else you designate to identify those duties and make a smooth transition. Again, it has been my pleasure and privilege to work with and for our employees -they are a great bunch of hard-working folks. I will do whatever I qn to make this transition a smooth one for their benefit"
