To work in the creek requires a permit by the Kerr County Floodplain order, however a person can move material around or remove it from the floodplain, but can not add to it without a "no rise" certificate. He is allowed to build a dam if he owns both sides of the watercourse and it is no higher than Eft before TCEQ regulates it. The Water Master is only interested in flow levels, and TCEQ Water Quality is only interest in the pollution of the water. Therefore, the investigation of these complaints falls to the County Floodplain Administrator.. Employees: We hired two young men who seem to be working out well. We have had no accident reports the last 2 months. Budget: With the Town Creek project going over and the increase in oil prices our budget will be extremely tight, but hopefully we will be able to fmish the year as planned.
