Resolution WHEREAS the Lower Colorado River Authority (LCRA) through its Transmission Services Corporation (TSC) is proposing a major transmission line project in Kerr County, known as the Rim Rock-to-Goat Creek Project, for the construction and operation of a new 138- kilovolt (KV) transmission Tine; and WHEREAS this new transmission line is proposed to be built from the existing Rim Rock Substation located south of Kerrville to a new substation to be built on or neaz the existing Ingram- to-Harper Road transmission line West of Kerrville; and WHEREAS the Public Utility Commission of Texas decides if and where new lines are needed to supply electric services based on presentation of data depicting demonstrated need; and WHEREAS the LCRA failed to present information that would enable the public to become informed as to a preferred or alternative route for the proposed transmission line at the open house meeting at which the public was invited. Nor was there comprehensive information presented as to the demonstrated need for the new transmission line; and WHEREAS LCRA failed to present detailed information regarding public health and safety issues, environmental issues, land use constraints, and/or human/natural/cultural resources impacts and the devaluing of private property; now therefore BE IT RESOLVED that Ken• County Commissioners Court does hereby register its opposition to the Rim Rock-to-Goat Creek Project as proposed by LCRA/TSC and urges the Public Utility Commission of Texas to deny the LCRA application to amend its CCN for this purpose; and be it further RESOLVED that copies of this resolution be forwarded to the Public Utility Commission of Texas, the Lower Colorado River Authority, Kerrville Public Utility Boazd, the Central Texas Electric Cooperative, State Representative Hazvey Hildebrand, and State Senator Troy Fraser.
