In 1998 the UGRA employed employed the
services of Tetra Tech, Inc. (formerly
Groves and Associates Inc.) to develop
Regional Water and Wastewater Facilities
Plans. The original plan anticipated two
wastewater service areas including separate
treatment plants and collections systems in
East and West Kerr County. Local demands
and water quality issues placed priorities
assignment on the Kerrville South and
Center Point Conununities, unincorporated
areas. The project addressed [he wastewater
assessment by building a database of all on-
site sewage facilities complaints,
reconstruction permits, new or upgrade
perniits, and water quality stream profiles
provided by the UGRA Environmental and
Hydraulic Resources Department. The
regionalization of collection and treatment
was divided into two zones, east and west.
The City of Kerrville is the dividing limit
between the two zones. The zones were
defined by population, development density
nodes, logistics, post for transportation, and
re-use applications proximity. Both plants
were developed on a zero discharge
methodology.
The UGRA project included several
stakeholders with the Principal Client the
River Authority. Other participants were the
Ingram Independent School District, Kerr
County, and eventually the City of Kerrville.
The completed plan was submitted to
TWDB for CWSRF funding. The project
ranked number 6 out of 29 submitted for
Phase 1 funding at $4.270 million. Through
an interlocal agreement, Kerr County used
its eligibility to secure grants from the
Texas Office of Rural Community Affairs to
construct collection lines to serve 500
residences in the Kerrville South area, to pay
for connect fees and demolition of existing
septic systems for low income families in
[he service area.
The UGRA Facilities Plan called for the
exchange of re-use water for agricultural
surface water rights with greater seniority
than 1992. The UGRA plan introduced the
re-use concept to the statutory district. The
City of Kerrville has assumed the role of
wastewater treatment provider in the area
and has adopted UGRA's re-use water plan.

This plan is more complex than the UGRA
plan in many aspects. Some are the number
of governmental agencies involved, the
number of "border colonies", the number of
residents living at or below the poverty
level, the large number of residents who use
Spanish as the first language, and the low
English literacy levels.
The regional growth and population
"explosion" over the past decade created
health and quality of life problems in the
study area.
The governmental agencies include the City
of Eagle Pass, Eagle Pass Water Works
System, Maverick County, TWDB,
NADBank, BECC, the International
Boundary and Water Commission, a~td the
Tribal Council of the Kickapoo Nation of
Texas. The project incorporated all
developed areas within a six mile radius of
the City's limits. The customer base ranged
from single family residences to federal
government installations, to the Kickapoo
Nation Casino and other operations to
manufacturing in several industrial parks.
The lack of ground water and [he re-use
applications negated an extensive source
water management plan. Sludge disposal
challenges were met by developing a hay
farni operation generating approximately
44% of the 6 mgd wastewater treatment
plant's operating budget. The city maintains
a discharge permit, but has committed a
significant amount of the re-use water to the
municipal golf course irrigation system in
accordance with the Regional Water Plan
strategies.

development of a regional wastewater facility in
Eastern Hays County. Their experience ranges

siphons. The line eliminated 24 lift stations. Due to the location of the project, environmental
concerns had to be addressed; endangered species, wetlands, historical and archaeological. Plans
incorporated CAD generated aerial topography with GPS control and creation of integrated easement
documents.

^ wastewater pipeline ranging in depth from 3-feet to 31-feet to serve [he eastern developing area of the
city.
• Seca/E/ne Creek Wastewater /nterceptor, Eag/e Pass, Texas -Replacement of a deteriorated and
over capacity sewer interceptor serving the original city sewer system along the Rio Grande and
.., extension to the northern areas and colonies of the city. The project will eliminate five high
maintenance and costly lift stations with a gravity flow sewer pipeline system.
• Water Reuse SVStem, Eag/e Pass, Texas -Water will be reclaimed from the 6 MGD wastewater
,_ treatme~n[ plan[ and utilized for irrigation and industrial use. A pump station and 6-miles of 1 S-inch
pipeline will transfer the reclaimed water to new storage ponds that will be used as water features on
the golf course. A secondary pump station and central control irrigation system will be located on the
golf course for use on area parks.

• River and Orchard Sewer Outfalls, Eagle Pass, Texas -Project Manager for project which included
15-miles of 12-inch to 36-inch gravity lines. A large collector was designed to remove existing ]ifr
stations and provide gravity flow to the main plant. On site evaluations, site surveying, review of
existing right-of--way maps, right-of--way acquisitions, and evaluation of possible altemative routes
were part of the project.
• Rater Reuse Line from Mitchell Lake to Laap 410, Sun Antonio, Texas Project Manager for
Mitchell Lake portion of the Central Reuse Project. Construction documents were prepared for the
first leg of the proposed 36-inch CSC line. The 17,000-linear feet of line along Highway 281 was
designed following an altemative route analysis performed to review costs and ROW requirements.
As part of [he design, GPS surveying and control were utilized with aerial photography to ensure rapid
and accurate field data collection. The design included a bore under Loop 410.

participation in the cost of construction
of the line should be evaluated in order

based on the 1,000 gallon treated.

• Prepare final report including the
preliminary engineering design of the
collection and transportation system, the
two treatment options, unit costs to the
ratepayer including each of the two
treatment scenarios and including text,
maps, other graphics and the Engineer"s
Opinion of cost to construct, maintain
and operate the project to the ratepayer
based on 1,000 gallons water consumed
applied to wastewater flows based on
the standard acceptable percentage of
total water consumed released into the
wastewater system for treatment.
• The report should be in sufficient detail
to indicate clearly the problems involved
and the alternate solutions available to
Kerr County, to include layouts,
sketches and cost estimates for the
project, and to set forth clearly the
Engineer's recommendations. The
report will be in sufficient detail to
secure funding for implementation of
the project.

The brief Approach outlined above has been
effective in meeting our olient's needs in
both the Upper Guadalupe River Authority
Facilities Plan and the City of Eagle Pass
Plan.
1. The UGRA Plan included participation
by Kerr County Commissioners Court, the
City of Kerrville, Ingram Independent
School District, and several investor owned
water utility companies. The plan was
successful and Phases I and II in the
Kerrville South unincorporated area have
been implemented with Phase I completed
and Phases II and III under construction.
This element of the project will eliminate
over 500 on-site treatment units along the
Camp Meeting Creek watershed. The project
was implemented through a third party
interlocal agreement between the River
Authority, and the City of Kerrville for
treatment of the waste load.
2. The Eagle Pass Wastewater Facilities
Plan was much more complicated. Local
parties and stakeholders included the City of
Eagle Pass, Maverick County, Eagle Pass
Water Works System, the Texas Kickapoo
Indian Nation Council, TWDB, NADBank,
BECC and the International Water and

Boundary Commission. All public
information material had to be written in
non-technical Spanish as well as in English.
Tetra Tech and its team were successful in
developing a harnionious working
relationship with all parties and the
$105,000,000 project is under construction.
3. Past experience in developing funding
mechanisms for Implementation of Plan.
The proposed Tetra Tech 'team has
experience in developing the Texas Water
Development Board's (TWDB) Clean Water
State Revolving Fund requirements as well
as the US Department of Agriculture Rural
Utility Development and the State of Texas
Office of Rural Community Affairs
wastewater loan and grants programs as
funding revenues for the wastewater
projects.

Tetra Tech approaches all wastewater
planning processes from a comprehensive
approach which includes specific
consideration for sampling, testing, and
modeling of domestic and industrial waste
streams.

programs, through plant treatment design
alternatives, and final discharge and
receiving stream water quality requirements
are central to the technical planning.

Protection Management Practices are an
integral part of all wastewater system, solid
waste large scale land development projects
and similar projects designed by Tetra 'tech.
The degree of the plan relates to the
geographical areas, regulations and
conditions affecting the design of the project
and its ultimate use. Considerations for the
Plan are the existing wastewater collection
and treatment systems, the on-site sewage
disposal systems and their current conditions
and capacities.
Types of proposed development in the study
area will also affect the source water
management practices Plan. The transition
of virgin agricultural land uses to varied
mixed uses will set some parameters for the
Plan. The Plan then will influence the design
of the entire system. The Plan at a minimum
standard should include employee training,
public education more specifically
developers and land management groups,
periodic visual inspection of the system,
required upgrade of the existing systems to
meet future demands and loading, land
development controls to prevent situations
where storm water systems do not become a
conduit for wastewater overflows into the
drainage basins and similar investigations.

waterline installation in all types of terrain. The over two hundred sixty thousand linear feet (260,000 LF), or
over forty-seven miles (49 MI) of waterlines that the VEI team has designed have been under rivers and
roadways, through pastureland and densely populated industrial areas including an occasional airport. We
have designed river crossings, roadway bores, railroad bores, and special specifications for water transmission
lines installed at extra depth. Our team has designed numerous transmission mains and entire water
distribution systems. All of these waterlines have been accepted into the corresponding municipalities' public

2. WATER DESIGN PROJECTS: The professionals at VEI have been involved in the design of domestic
waterline installation in all types of terrain. The over two hundred sixty thousand linear feet (260,000 LF), or
over forty-seven miles (49 MI) of waterlines that the VEI team has designed have been under rivers and
-- roadways, through pastureland and densely populated industrial areas including an occasional airport. We
have designed river crossings, roadway bores, railroad bares, and special specifications far water transmission
lines installed at extra depth. Our team has designed numerous transmission mains and entire water

6. HYDROLOGICAL PROJECTS: VEI has performed hundreds of studies of the creeks and rivers
throughout the Hill Country. VEI is known throughout the Hill Country for our expertise in this area. To date VEI
has submitted 40 extensive flood studies to the Federal Emergency Management Agency (FEMA) on a majority
of the streams and rivers throughout the Hill Country to help residents of the Hill Country reclaim land that is
currently inaccurately designated as part of the 100 year flood plain area by FEMA.

9. SURVEYICONSTRUCTION STAKING: VEI takes pride in providing an array of in-house survey options for
our clients. We own both total station and GPS survey systems which give us the ability to meet the specific
ฐ' needs of our clients, We provide a variety of surveying services including topographic surveying, construction
staking for construction projects (commercial, multi-family, single family, Texas Department of Transportation
(TxDOT) projects, and flood studies) and a variety of other surveying services based on the needs of the
customer
10. PROJECT MANAGEMENT: The professionals at VEI have been intricately involved in the construction
process for countless projects and have been charged in many projects with the success or failure of the
project. Our team has handled many complex construction projects for clients that either do not reside near the
project giving us the charge to see the project through to completion, or not having the construction expertise to
know whether the work being performed is of an expectable quality. Members of our team have worked directly
with single-family residential and commercial real estate developers, and other public and private institutions,
costings, designing, developing construction contracts, negotiating construction contracts with contractors, and
monitoring daily the construction process to ensure a quality product is produced for the project. Our staff has
performed storm water pollution prevention monitoring for the EPA and now the TCEO and understands the
current storm water pollution prevention requirements. Our staff has developed and implemented countless
construction schedules and has been in charge of monitoring these schedules to solve problems during
construction to enable the project to stay on schedule and within budget. Our proximity to the proposed project
gives our firm the ability to closely monitor the construction process and quickly answer any construction
questions or design modifications that might be needed to help ensure the construction project continues to

IV. SUMMARY
As you can see by our extensive design and project management experience Vordenbaum
Engineering is capable of tackling Kerr County's proposed Wastewater Collection and Treatment
project. Our team has the expertise to handle any situation that may arise before, during, or after
the project's completion.
,Y Our proximity to the project enables us to give quick responses to questions or situations that
inevitably will occur during construction of the project. Additionally, we are currently the project
engineer for other public projects in Kerr, Bandera, and Bexar Counties, and make regular visits
to the jobsites.
