Martin Marietta Materials MEMORANDUM DATE: March 3, 2006 TO: Leonard Odom, Jr., CFM, Kerr County Floodplain Administration FROM: Deborah Walden, P.E., Martin Marietta Materials Southwest, ltd. CC: Lalit Bhatnagar, P.E., Martin Marietta Materials Southwest, Ltd. Sandy Garcia, Martin Marietta Materials Southwest, Ltd. Johnny Tanner, Martin Marietta Materials Southwest, Ltd, Piotr Szmigiel, PhD, Martin Marietta Materials Southwest, Ltd. RE: Kerr County Floodplain Permit No. F05-022 Amendment Martin Marietta Materials Southwest, Ltd. (Martin Marietta Materials) owns and operates a sand and gravel mining operation in Center Point, Kerr County, Texas (Betlrock Plant). This memorandum is submitted to request an amendment of Kerr County Floodplain Permit No. F05-022. The current floodplain permit covers the portion of the property between the Guadalupe River and River Road. Martin Marietta Materials would like to amend the floodplain permit to allow for exploration of the portion of the property north of River Road. Attached to this memorandum are two maps showing the proposed locations for the initial exploration activity on the portion of the property north of River Road. The first map shows the location of the initial exploration trenches over an aerial photograph. The second map shows the location of the initial exploration trenches over a floodplain map. During exploration, trenches will be excavated in the locations shown on the attached maps. No exploration trench will be exposed (remain open) for more time than time of excavation and logging of findings (less than t hour each). After each trench is logged, the excavated material will be placed back into the trench it was from, and the surtace will be returned to an original state through natural seeding. Depending on the findings of the intial 3 trenches, additional trenches (approximately 0-18) will be excavated to ensure proper deposit exploration of the property. The location of the additional trenches will be determined at the site during the initial exploration in order to best delineate the ore body. It is estimated that approximately one-half of the exploration trenches at the site will be within the 100-year floodplain area. The proposed exploration activity will not add material to nor remove material from the floodplain area. Stomtwater controls (e.g., silt fencing, berms, etc.) will be utilized on the site as required by the site's Stonnwater Pollution Prevention Plan. Additionally, all exploration activity will be conducted at least 50 feet from the creek that runs along the eastern boundary of the property.
