Good Morning Judge Tinley and Commissioners
My name is Robby Robertson
You may recall that I sent you a letter on 31 May 2006 outlining my
concerns about the LCRA proposed Route A - C. I was concerned about
the macro impact on the Horizon and Saddlewood subdivisions, the visual
impact on the Guadalupe River basin and risk to the tax base of the City
of Kerrville and Kerr County. At my expense, 1 sent some 90 letters to
land owners to the north and south of the Guadalupe affected by Route A
- C. I asked that they inform themselves and go on record with LCRA as
to the impacts on their property.
A great deal has been said about the shortest and cheapest routes. The
shortest proposed route is dependent upon which location is chosen by
LCRA to join the existing Ingram to Harper Road transmission line.
1. If the juncture is at the end of leg P/T
a. The shortest route is ACP
b. 35,281 linear feet = 6.68 miles
2. If the juncture is at the end of leg W
a. The shortest route is Al B1 F1 GHMNQUW
b. 40,160 Linear feet = 7.61 miles
3. For reference, the existing feed of Rim Rock from Turtle Creek is
a. 40,168 linear feet = 7.6 miles

i. "Upgrade the existing 7.6 mile 336 ACSR 138-kv
transmission line between the Turtle Creek and Rim
Rock substations to a double circuit configuration."
I am in no position to offer an opinion on the technical/cost justification
for the proposed project or LCRA proposed alternate routes as to

2. Right of way acquisition costs
3. Potential damages awards
In 2000, after nearly 45 years in the commercial high-tech industry, I
retired to Kerr County where I built a home in the Horizon. My last major
project assignment was President of a subsidiary of TRW with the

contract to execute the United States high-level nuclear waste disposal
program. This multibillion-dollar program was to technically evaluate
options and design the system for taking the spent nuclear fuel rods from
all US commercial reactors and disposing of them in an underground
repository, Yucca Mountain, on the Nevada Nuclear Test Site.
In this role, I became intimately familiar with NIMBY, (Not In My Back
Yard). Under federal law, the State of Nevada was funded to oppose the
federal program, which I was managing.
I endorse and applaud the right of individuals or groups to oppose routes,
which in their judgments negatively impact their property. I am however
appalled that groups that would organize to recommend the sacrifice of
their subdivision neighbor's property rather than their own.
This is truly the dark side of NIMBY.
