We are excited about the possibilities that exist with a project in Kerr County. On another matter, I have attached a proposed MOU in regard to utilizing the facility as an evacuation site in the event we have to evacuate patients from our facilities in Harris County. As you can well imagine this is a pressing matter for us since we are already in hurricane season. Should the County be open to discussion we would appreciate going fonn~ard as soon as possible. Main Street Kerrville, Texas 78028County Commissions Dear Commissioners: Continuum Healthcare, LLC is a Community Mental Health Center providing outpatient partial hospitalization services to approximately 200 individuals in the Houston area. As demonstrated last year during hurricane Rita, the evacuation of this segment of the population needs to be planned well in advance of the actual need. To that end, this Letter will server as our proposed Memorandum of Understanding with regard to the use of the Kerr Couny Residential Facility during a mandatory evacuation of Harris County, Texas. A formal agreement would be drafted to include at least the following: 1. Minimum notice requirement to have the facility available. 2. Continuum will utilize the entire facility during the evacuation period. 3. Continuum will provide all staff, supplies, food and other operational supplies. 4. Continuum will reimburse the County for actual utility cost, plus an agreed upon daily usage fee. 5. Continuum will provide the County a Certificate of Liability Insurance naming the County as an additional insured. 6. Continuum will return the facility in the same condition as when first occupied. The accommodations provided by Cominuum and Kerr County will go a long way to address the specific needs those without the financial or mental resources to provide the very basic needs of food, shelter, medical, and clothing for themselves.
