EMS Department Price Comparison. A survey of five Hill-Country EMS fee schedules provided by Bandera County EMS. 3. Bandera County EMS Rates. 4. Williamson County EMS Rates. An analysis of these data reveals that Kerrville EMS fees aze too low by any standazd and this is the primary cause of the shortfall of revenues to costs; contributing to the shortfall is poor collection experience. Kerrville EMS chazges about half as much as other EMS providers for their services. Bandera County EMS is staffed by unpaid volunteers yet they charge about 30% more than KV for F,MS services. Bandera F,MS revenues exceed costs. l recommend that Kerr County adopt auser-pay strategy by establishing 2006-2007 fees equal to endall County's 2006 EMS fees and improving collection results.
