I am quite concerned and disappointed in my Kerr county government. Because of the way our Treasurer, Barbara Nemec is being treated. I also feel it is a form of harassment. I have pondered for weeks on this problem. I feel the members of Commissioners' Court need to have more information on the history of Kerr county. The County Clerk, District Clerk, Treasurer, and Tax Assessor Collector have ALWAYS been paid the same salary. As a growing county many changes have taken place. I started working for the county in 1975. Soon after that our county was large enough that an Auditor had to be hired. Don Williamson was hired. In the beginning of county government we had Tax Assessor Collector and Sheriff combined, then the offices were sepazated. The County Clerk and District Clerk were combined, then separated. County Clerk did ALL the bills. A parttime Deputy County Clerk worked four or five days every month helping Dorothy Pfeiffer do the bills. The County Clerk did insurance and retirement for all county employees. The Treasurer did all the checks and all the bookkeeping that went with payroll. She and the County Clerk worked together as a team to accomplish their work and balanced all the county accounts. After Miss Emmie M. Muenker retired in 1982 I ran for the office and was elected. I took office January 1,1983. Soon after that Don Williamson came to me and said it was time for me to give the responsibility of the retirement and insurance to our County Treasurer, Dorothy Hilburn. I questioned him at length, checked with Ms. Hilburn. After much deliberation and with prayerful consideration I decided he was right. I told him we could do this;but he would have to take over all the county bills. I understood this was one of his major responsibilities ascounty Auditor. Don Williamson agreed. He hired a full time Deputy Auditor. My salary was not cut; Dorothy Hilbum's salary was not raised. The County Clerk, District Clerk, Treasurer and Tax Assessor Collector still made the same salary. The Commissioners' Court appointed Bazbara Nemec Treasurer upon the retirement of Dorothy Hilburn She was her deputy. She has carried on and performed all the responsibilities of the Treasurer's Office. In my opinion, her salary should not be reduced. She still has the responsibilities by Statutes that she is performing. Her part time deputy position should not be taken away, either. Before Dorothy Hilburn was Treasurer, Mrs. McDonald had a part time deputy. She did not do the county retirement or county insurance. In 1985 the Commissioners' Court, et al made the decision that a County Court at Law was direly needed in our county. The Texas Legislature would NOT finance another District Court. But, they would approve County Courts at Law because the counties would fund them. Not the state. Our County Court at Law was established and Bill Baskette was hired to fill this new position. I was appointed Clerk of that court. There was a great amount of work to be done to set up a new court and a great deal of added duties forme and my staff. I DID NOT receive any additional salary for accepting this responsibility. The County Judge, Gordon Morris did not have HIS salary cut to help defray the cost of Bill Baskette's salary. The only people hired were an Administrative Clerk and Court Reporter for Bill Baskette. My staff did double duty and no one was hired for my office. One occasion I remember was with Commissioner Prct. 1, Fred Holland and our new Optic Scanner Voting Machine. I had used 3 of the 5 machines in our largest voting precincts for the last election. One had been dropped they were huge and bulky. This machine never functioned perfectly after that. I had decided to have all machines for Central Counting Station on election night. About 30 minutes before our 9 am Commissioners' Court Meeting where he and I would have a heated discussion, he came to my office for me to type a letter for him. This was customary that I do this or Dorothy Pfeiffer, Commissioners' Court Deputy would for all the commissioners. He remarked that he did not understand me doing this for him and in a few minutes we would be in court arguing. I TOLD HIM, I DID NOT HOLD GRUDGES, and this was my job and I respected him. He smiled. In Court, after the discussion Commissioner Victor Lich said,"Gentlemen, the entire county elected Mrs. Dye to run our county-wide elections. I think we should let her do her job as she sees fit. THAT ENDED THE DISCUSSION. Commissioner Lich was like me. In the sense that he came up through the ranks. He had worked for Adolph Bartels and he had an excellent understanding of county government.. Bazbara Nemec also came up through training in the Treasurer's Office and she has excellent understanding of County Government. The other day I was asked to write a letter about one of our past commissioners. I agreed. I wrote that he always was prepared for each meeting, each budget session and knew his facts so he could make an educated decision. He was always fair and respectful. And, I enjoyed working with him. I wonder what would be said of each of us today about working together-were we part of the team effort to solve the many problems that face us today like we faced in the past? l hope and pray that we can say,"Yes." I sincerely hope that by explaining some of our history that you will understand that we have a history of tolerance, understanding, team work and respect for each other as Elected Officials. I also want to commend the court for appointing Diane Bolin, our Interim Tax Assessor- Col~lec~tor~. ,Thi~swas the right decision to make for Kerr County. Also please see enclosed Attachment A to this memorandum. However, on September Ol, 2006 the commissioners stated they were not in favor of the $27,850 salary being proposed although they were not able to vote on it at that time. If the court decides to propose my salary to any amount lower than the proposed commissioners salary for 2006-2007 then please let this serve as my official grievance against such proposal for my position as Kerr County Treasurer (Local Government Code 152.016.)
