Dear Judge Tinley:
One or two times a year, you probably get a letter urging you to sign up your county for
membership in the National Association of Counties (NACo). The messages most likely include
information about NACo services and NACo's work in Washington representing Texas
counties. We're writing today to engage you in a discussion of the cun•ent status of Texas
county membership in NACo and to provide you with new information.
Texas County membership in NACo has remained stagnant for years at just under 50%, while
the membership levels of others states have not. Other states, it seems, continue to realize the
increased importance of each county's contribution to strengthening the County voice in
Washington, as well as the value of the other benefitsthat NACo membership provides-- to the
extent that nearly half of the other states have 100% county membership! Texas is not only
DEAD LAST in its percentage of county members, but is in this low class by itself.
Texas county officials, like you, whose counties are non-NACo-members often object to joining
NACo on the grounds that the dues are expensive given the level of local service NACo
provides. NACo now, however, is offering a new Prescription Drug Discount Card program that
greatly enhances the level of its local service to counties--at no additional cost to its county
members.
NACo's new Prescription Drug Discount Card program, which provides an average discount of
20% off the retail price of most prescriptions to county residents, has thus far been implemented
by nineteen Texas counties. That means a lot of benefit, especially, for your uninsured residents
paying retail drug prices. Ultimately, this translates into savings for you.
Most of us are in the phase of developing our 2007 county budgets plan, and we're hoping that
you will find it beneficial to include a NACo membership line item in Kerr County s plan.
Should you decide to do so, the amount for NACo dues you would need to allow for is $861 .
Clearly, there are advantages to being a NACo member, especially now that this new discount
drug card program has been implemented. What better justification than helping your residents
and the county save money for joining now.

NACo membership list in the prominent place where Texas ought to be. We expect that you will

I am glad to hear that Kerr County is considering membership in the only national organization that represents
county interests on Capitol Hill -The National Association of Counties (NACo). We believe that we have an excellent
array of benefits to offer Kerr County and hope that your county will seriously consider NACo membership.
NACo's only constituency is county officials and our members are made up of county-type governments. We
presently have over 68% of the nation's 3,066 counties as members (representing over 80% of the U.S. population) and we
would be honored [o add your county's name to our exclusive roster of members.
NACo's primary activity is to represent counties before Congress and the Administration. During [he past 10
years NACo has a 75 percent success rate on its legislative priorities. Our effort on legislative issues not only produces
revenue for counties, but also stops some programs that would have added costs to counties and their citizens. We are
proud of our legislative successes on behalf of our member counties and with the additional support of counties such as
yours, NACo can someday speak for all counties throughout the nation. Additionally, NACo has taken the lead in raising
the awareness of the growing methamphetamine issue in the US. NACo's survey on meth garnered national attention
and helped push Congress and the Administration into taking action in curbing meth use. County governments are on
the front-lines in responding to this crisis, and NACo will continue to work with our members and [he federal government to
eradicate this problem.
NACo's contract with Otfice Depot provides counties with up to a 71% discount on office supplies and
products in its business catalog. Most counties can save more than their membership dues by utilizing this one program
only, but membership has many more programs to offer. Our prescription drug discount card program can help your
citizens save money on prescription drugs. If you have questions about any specific program mentioned in this mailing,
