Triplett' Subject: Complaint about leak in Flat Rock Dam Bill, We received a complaint last week about a leak in Flat Rock Dam. The complainant expressed concern that the dam could fail. Neville Triplett from my staff visited the site and took the attached photos. We contacted Warren Samuelson at TCEO. We gave him no specifics, but asked general questions. He advised the following: "Scenario 1: a large amount of water and or material flowing through the dam: In this instance the owners of the dam would alert the following agenaes, Sheriffs Office, local P.D. in case evacuafions are needed. The owners of the dam would also notify their engineer. He recommends that the owners of the dam have very specific plans in place to act as a step by step plan on who to notify and what to do. Scenario 2: a seep or small amount of water flowing through it. He said the owners of the dam should monitor the flow and collect data such as the rate of flow, if there is any erosion of the dam or materials passing through the dam. Than the engineer would be contacted with the data so a decision can be made on what to do' I believe the county owns the dam. Please let me know if we can be of any further assistance Ray 10/19/2006
