Voelkel, County Surveyor, to the list of unopposed candidates elected 3 1.2 Canvass the General Election results 5 --- Adjourned 7 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 29 25 On Thursday, November 16, 2006, at 10:00 a.m., a special meeting of the Kerr County Commissioners Court was held in the P R O C E E D I N G S JUDGE TINLEY: Let me call to order this special meeting of the Kerr County Commissioners Court posted for this date and time, Thursday, November the 16th, 2006, at 10 a.m. It's a bit past that time now. The first item on the agenda is to consider, discuss, and take appropriate action to amend Court Order Number 29900 to include Lee C. Voelkel, County Surveyor, to the list of unopposed candidates who are deemed elected. I see that we have our long-serving public official tell us why we're here on this one? MS. PIEPER: Well, gentlemen, whenever I'm ordering and printing ballots, the County Chairs submit to me a certification of nomination from the primary, and it -- his name was inadvertently left off, and I did not catch it until I was doing post-election reports. So, at that time, I called the Secretary of the State, and due to the fact that y'all had declared all the other unopposed candidates elected, the Secretary of the State said in order to remedy this problem, that we can amend this order to include him on it, and that would take care of the problem. And then I also have a -- a ii-iti-o6 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 4 I correction for a certification nomination that is signed by I our County Chair stating that his name was inadvertently left off of the original certification. COMMISSIONER WILLIAMS: How do we know it was inadvertent? COMMISSIONER NICHOLSON: Yeah. MR. VOELKEL: That was my question. COMMISSIONER NICHOLSON: That's a joke, Ms. Clerk. COMMISSIONER WILLIAMS: Yeah, it was a joke. COMMISSIONER NICHOLSON: I move to amend the court order to include Lee Voelkel as elected. COMMISSIONER BALDWIN: I second that emotion. JUDGE TINLEY: Motion made and seconded for approval of the agenda item. Any question or discussion? COMMISSIONER BALDWIN: Judge, it's my understanding that Mr. Voelkel may want a recount for this election. Not sure that he wants -- haven't figured how out how to spend all that money -- salary money. COMMISSIONER WILLIAMS: I thought he was looking for a raise. MR. VOELKEL: All of the above. COMMISSIONER BALDWIN: That's why we love him. JUDGE TINLEY: That's why he had no opponent. COMMISSIONER BALDWIN: Yeah. All in favor of the motion, signify by raising your right hand. (The motion carried by unanimous vote.) JUDGE TINLEY: All opposed, same sign. (NO response.) JUDGE TINLEY: The motion does carry. We'll move to the next item, to canvass the general election results. Ms. Pieper? MS. PIEPER: Sir, I believe you have the official canvass results in front of you that you can call out the totals, if you'd like. JUDGE TINLEY: Okay. Is it appropriate that I read each and every one of these into the record? MS. PIEPER: No, sir, it's not, because this will become part of the record if one of the other Commissioners will make a motion to just approve it as submitted. JUDGE TINLEY: Okay. I have provided each of the Commissioners here present today with the official cumulative report of the general election results. I would note that there are a couple of spots where there is an X-out or a mark-out. That is done because those are not county functions. The first two deal with the Headwaters results that were on that same ballot, and the last three deal with the city tax freeze issue, which, of course, was a separate ballot, but for which we did the counting and -- and announced ii-i6-ob 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 6 the results. So, those that are marked out, obviously, do not form the official -- part of the official cumulative report of the Kerr County general election, and are not a part of our canvass. COMMISSIONER WILLIAMS: I note with interest, Judge, that Kerr County voted 66.43 percent of our registered voters. MS. PIEPER: That is incorrect, sir. COMMISSIONER WILLIAMS: That's excellent. ', MS. PIEPER: Because this is also counting -- '~. COMMISSIONER BALDWIN: She said it's incorrect. COMMISSIONER WILLIAMS: It's incorrect? MS. PIEPER: That is incorrect, because in order to do the programming, it is -- the way the programming -- the way the ballots were set up, that is also counting the individual voters for the city and the Comfort ISD. COMMISSIONER WILLIAMS: So there's some duplicate counts there? MS. PIEPER: Right. COMMISSIONER WILLIAMS: Okay. MS. PIEPER: Our -- our percentage, I believe, was 47 percent. COMMISSIONER NICHOLSON: Still a good turnout, though. PIE PER: It was a little over 15,000 that voted in the county general election. COMMISSIONER WILLIAMS: Okay. 47 is not bad. COMMISSIONER BALDWIN: Judge, I move we accept as presented, please. COMMISSIONER WILLIAMS: Second. JUDGE TINLEY: Motion made and seconded to approve the official cumulative report of the Kerr County, Texas general election as the official canvass of the election results. Any question or discussion on the motion? All in favor of the motion, signify by raising your right hand. (The motion carried by unanimous vote.) JUDGE TINLEY: All opposed, same sign. (No response.)
