DRAFT DRAFT DRAFT RESOLUTION WHEREAS Kerr County and the City of Kerrville fund and operate separate and distinct law enforcement agencies; and WHEREAS both law enforcement agencies staff and operate separate law enforcement and emergency dispatching units; and WIIEREAS The Kerr Emergency 9-1-1 Network owns and is responsible for the Public Safety Answering Point (PSAP) equipment located in the Kerrville Police Department, and City of Kerrville Police Department personnel answer calls at the 9-1-1 call taker work station(s); and WIiEREAS It would appear that efficiencies and economies of scale could be realized from the consolidation of these dispatching units into one common- purpose unit; and WI~REAS there is a need to gather information and identify issues related to consolidation of dispatch operations for presentation to the respective governmental bodies; now therefore be it RESOLVED that the Kerr County Commissioners Court and the Kerrville City Council agree to the formation of a Select Committee to study all aspects of a possible consolidation of dispatch operations; and be it further RESOLVED that the following persons/agencies participate in the work of this committee: Kerr County Sheriff, City of Kerrville Chief of Police, Kerr Emergency 9-1-1 Network Director, Kerrville Fire/EMS representative, Kerr Coumy VFD/1" Responder representative, City Manager, County Auditor, and representative(s) from Kerr County Commissioners' Court and Kerrville City Council; and be it further RESOLVED that the Select Committee, at the conclusion of its deliberations, will prepare a final report detailing its findings and conclusions with recommendations for presentation to Kerr County Commissioners' Court and the Kerrville City Council. However, in an effort to streamline the committee, the city council recommended limiting the number of members to seven (7) and recommended one representative from each of the following areas: sheriff's department, police department, Kerrville dispatch, Kerr County dispatch, 9-1-1 director, Kerrville fire department/EMS, and the county volunteer fire departments/first responders. The Kerrville City Council will take appropriate action upon receipt of your approved resolution calling for the establishment of the dispatch study committee. Please forward the approved resolution to City Manager Paul A. Hofmann, 800 Junction Highway, to be placed on the earliest available agenda. The city dispatch center also ~° takes calls for the Kerrville Fire Department, area volunteer fire- fighters and EMS. - What was said: ~L.• "I have no problem participating in the committee. I have a problem with the make up of the committee," CS Young said. "We don't need repre- sentatives from the city manager's office, the county auditor, from the county commissioners or from the city council. Ohentimes when we have these entities on a committee, we don't get anything done." What happens next: According to city officials, the next step is up [o the county. Other decisions: • Voted to approve the purchase of a Bobcat skid-steer loader, a 2007 crane truck and six pickups for various city departments. • Authorized submission of a grant application to the Hal and Charlie Peterson Foundation for funds to purchase I G automatic external defibrillators for the police department. • Approved on final reading an amendment to the city ordinance for the tax freeze for seniors and disabled homeowners. • Abandoned .04 acres of unim- proved public right-of-way along Arcadia Loop Road. • Approved a resolution in sup- port of funding for the Texas Tech University Hill Country Education Network and the Texas Tech Uni- versity Center at Junction. • Awarded a $1.7 million conttad to CB&1 Construction of Nevada for the rnnshvction of cone-million gal- lon elevated water storage tank off Ridgewood Drive. It will replace the existing River Hill stand pipe with about 100,000 gallons of usable water • Voted to seek a public presen- tation from officials of Tyler,lbxas, about that city's economic devel- opment plan.
