In this letter, I promised to look at Cade Loop and to report back to you with a plan on how TxDOT and the County can work together to improve access and safety for the camps and residents in this area. David Casteel, Clay Smith and I met at Cade Loop with Commissioner Oehler and Leonard Odom on January 12, 2007 to discuss this project. As you may know, TxDOT has plans to improve SH 39 between SH 27 and Ingram Dam. As part of this project, SH 39 will be widened to accommodate additional lanes. This widening will impact the approach grade and hydraulics of Cade Loop, and TxDOT will need to perform some construction on Cade Loop in order to provide an acceptable approach grade and to ensure that our project does not impact the flood elevations. The County has expressed the desire to partner with TxDOT to make additional improvements at this crossing beyond those needed as part of the SII 39 project. We have estimated that it will cost approximately $700,000 to improve the Cade Loop Crossing by constructing a bridge. We propose that these costs be split 50/50, and the new bridge be built as part of the SH 39 project. If this meets with your approval, we will prepare a funding agreement so that engineering work can begin on thisjoint project. Any right of way or utility adjustments needed to construct the new Cade Loop Crossing would need to be handled and funded by Kerr County. TxDOT will provide the engineering for the new crossing, and will provide the construction inspection. At the completion of this project, the new bridge will be the property and responsibility of Kerr County. At this time, we are anticipating a September 2008 letting date for the SH 39 project.
