Memorandum February 15, 2007 To: County Judge and Commissioners From: Bill Williams, Precinct 2 Subject: TYC Officials inspection of Kerr County Juvenile Detention Facility, February 15, 2007. Don Brantley, TYC Director of Field Operations, Paula Morelock, TYC Director of Juvenile Corrections, and Arturo Hinojosa, TYC Director of Maintenance and Operations toured and inspected the Kerr County Juvenile Detention Center, Thursday, February I5, 2007. Kevin Stanton, Ken County JDF Director assisted me in conducting the tour and answering questions. In light of pending legislative action that would transfer one or more TYC facilities to the Texas CJD, a seazch is underway to locate other facilities for TYC use. Hence, their visit to Kerr County. TYC stated they are interested in operating smaller facilities, and if ultimately determine that our facility meets their needs, would be willing to lease the entire facility, staff it, and operate it for TYC programs. If they were to lease our facility, they probably would also want the classroom building at the rear, even though it has no restroom facilities in it. Their timeframe for making a decision will obviously be determined by what happens in the current session of the Legislature with regazd to transferring some of their facilities and other funding matters. However, in the meantime, we will forwazd a set of the building plans for their study. Also, they will provide us with information regazding some of their other lease arrangements which they acknowledge can be "tweaked" to meet certain local considerations. There probably is no reason why we could not move forward on the request from the Ken County Juvenile Probation Dept. to use the classroom facility behind the JDF. If Later TYC advises us they want to tease the entire facility, we can return to the current educational setup or make other alternate arrangements.
