February 22, 2007 ~y I I 1 ~ r~ ~,,U, `~/ W Mr. William "Bill" Williams /'~., Commissioner Precinct No. 2 Kerr County 700 Main Kerrville, Texas 78028 Re: Kerrville Lake Dam, (Flat Rock Dam) and Inge REVISED Concrete Cap Integrity Investigation Dear Mr. Williams: We are pleased to submit this revised letter detailing a proposed scope of work for evaluating the integrity of the concrete caps on Flat Rock Dam and Ingram Dam. Following the February 12, 2007 Kerr County Commissioner's Court meeting, we solicited several additional firms specializing in non-destructive testing (NDT) to gather more information on price and work efficiencies. After these evaluations, we continue to endorse the firm of Olson Engineering, Inc. of Colorado. We have worked with the firm in the past and believe they can provide a quantitative assessment of the concrete caps' integrity with the earthen foundations. The firm also believes the work can be completed on both dams without doubling the budget. The present $18,000 for this project would need to only increase by 30% to include the second dam. In a second construction and design phase, following the NDT assessment, Freese and Nichols, Inc. would work with the information provided by Olson to develop repair procedures and estimated quantities for effective repairs. Essentially, once the extern of voids are identified on the crest and downstream slope, we would develop a grouting approach to restore contact between the concrete and the supporting foundation through a grout matrix of cementitious materials or perhaps other fillers. Extreme caution must be exercised when grouting beneath the concrete cap to prevent inadvertently lifting it from the foundation. The upstream concrete slab could be evaluated if the reservoir can be lowered temporarily to allow access to the testing equipment. Otherwise, the grouting procedures will be developed to produce as much flow as possible towards the upstream slab in an attempt to seek and fill any voids under the upstream slab near the crest. The following scope of work is presented and man-hours of anticipated effort are developed in an attached spreadsheet. We have placed pricing along with the man-hours. Scope of Services Freese and Nichols, Inc. will render the following professional services in connection with the development of the project: 1. Coordinate the non-destructive testing (NDT) of the concrete cap (crest and downstream slabs above water levels) with firm selected and engaged by Freese and Nichols, Inc. 2. Establish survey requirements for layout work necessary for the NDT firm to properly identify their testing sites. 3. Observe the NDT by Olson. 4. Submit a report of assessmern activities and recommended design procedures to the Kerr County Commissioner's Court. We aze attaching a spreadsheet (Attachment C), which presents our estimated man-hours for each of the above tasks. We are available to discuss the proposed approach and can provide some approximate estimates for the work efforts we would expect to be performed by others mentioned above.
