McDonald Street Suite 626 McKinney, Texas 75069 www.collincountytx.gov Collin County is administered as a County Indigent Health Care Program (CIHCP). I am writing to ask that you partner with Collin County to actively guard our common interests. To date, seven bills have been filed in the legislature relating to Indigent Healthcare, several of which could potentially have a devastating effect on the vast majority of Texas counties. These bills place our counties in harm's way and the danger is real. As early as yesterday, the Chairman of the Senate Intergovernmental Relations Committee stated that changes to the Indigent Healthcare Program are a high priority to him. For example, HB 480 would mandate all Indigent Healthcare programs increase eligibility requirements from 21% to 100% of the Federal Poverty Level. HB 272 would mandate that counties spend 6% of our General Revenue on Indigent Health Care, which would require Collin County to quadruple our Indigent Healthcare expenditures. These bills pose a negative financial impact on our taxpayers, potentially funneling our tax dollars through the State into large urban hospital districts. I ask that we speak with a united voice to our representatives in Austin and strongly recommend that we work together toward acounty-sponsored solution in order to minimize unfunded State mandates. I am willing to act as the point man on this matter, since regional organizations and associations may very well not take a position on these issues.
