For Discussion Purposes
The individual hired to manage the multiple activities and services of this amalgamated
department should possess the following:
• Working knowledge of buildings and construction; HVAC, electrical and
plumbing.
• Education: High School required; college preferred.
• Proven management skills.
• Proven organizational skills for both people and projects.
• Proven budgetary skills.
One individual interviewed by Commissioners' Court recently has these qualifications.
Financial review:
Glenn Holekamp's last budgeted salary: $44,783.
Tim Bollier increased: $5,967.
Alyce Davidson increased: 5,414.
Remainder of Holekamp's salary unspent $33,401.
Miguel Arreola's salary: $38,566
Inspector, to start (new) $31,022.
Difference between Arreola and new hire: $7,543.
Total not scent: $40,944.
Glenn Holekamp managed maintenance, custodial, facilities booking and parks
maintenance.
Miguel Arreola managed Environmental Health Dept. (OSSF and Solid Waste).
For Discussion Purposes
Create a new Commissioners' Court Department that incorporates the following:
1. Environmental Health. Includes OSSF licensing, inspection and enforcement
and Solid Waste control and enforcement.
2. Facilities. Maintenance of courthouse and all county buildings and grounds.
Booking and setup of county facilities that are for public use.
3. Parks Maintenance. Mowing and such other maintenance as required.
4. Rabies & Animal Control. Services and facilities.
