See Agenda Request Rules Adopted by Commissioners' Court, Court Order No. 25722. #30214 RESOLUTION A Resolution of Kerr County Commissioners' Court regarding the Mental Health Crisis in Texas and Its Impact on Texas Jails and Communities WHEREAS It is estimated That there arc approximately 54,255 individuals requiring mental health crisis services annually in Texas; and WHEREAS I'he inability of Texas [o serve these individuals adequately results in significant impacts upon hospital emergency rooms, county jails and law enforcement: and WHEREAS The Department of State Health Services earlier this year established a C'xisis Services Redesign Committee to develop recommendations for mental health crisis services that are delivered through the local mental health authorities; and WHEREAS The Committee recommended the following core services be available in communities to treat psychiatric emergencies: • Crisis hotline services • Psychiatric emergency services with extended observation services (23 to 48 hours) • Crisis outpatient services • Community crises residential services • Mobile outreach services and • Crisis intervention team (CIT) mental health deputy /peace officer programs; and WHEREAS The Department of State Health Services is requesting $82 million in their Appropriation Exceptional Item to begin implementation of a "mental health crisis system redesign.' ;now therefore it be RESOLVED That the Commissioners' Court of the County of Kerr, Texas does hereby declare its support for the Appropriation Exceptional Item recommended by the Department of State Health Services; and RESOLVED That a copy of this Resolution be sent to the Chairmen and Clerks of the House Appropriations Committee and Senate Finance Committee. The Department of State Health Services Exceptional Item Request of $82.3 million for community based crisis interventions services was voted out of House Appropriations Committee today as a part of HB 1 mcvirg toward a debate cn the House floor Thursday, March 29th. House Appropriations has recommended $34.8 Million for Crisis Funding. House Appropriations moved from $54.8 million due to pressure to fund CHIP restoration. Senate Finance voted today to fund Crisis Services at $52 Million.
