On January 15` 2007, 239 counties in the State of Texas went on-line with the Secretary of State on
the Texas Election Administration Management System (TEAM). The move was due to a Federal
Mandate that was set out in 2002 from the Help America V ote Act (HAVA). The goal was to have a
state wide voter registration data base by January 1 ~` 2007.
We have had several issues with the functionality of the state system. After considerable thought,
emails with the SOS Elections Division and several conversations with Tyler Technologies, they
have upgraded their Voter Registration package to comply with the State and Federal mandates. Due
to the fact that they have only 6 clients they have substantially increased the maintenance for the next
yeaz, at which time they plan on discontinuing the Voter package.
We have chosen to go back to the Tyler package to assure a smooth election season.
The increase for the maintenance is reflected in the amount to be transferred.
