I recommend we implement the following procedures to help correct this problem: 1. Inform the OSSF professionals that we will be requiring a final scale drawing, or "as- built", reflecting the actual installation of a septic system for the purpose of providing the property owner with a means of locating the key components of the system once it is baekfilled, if the installation differs from what appears on the original planning materials. Title 30, TAC, §285.62 (11) clearly requires the Designated Representative to only approve installations that conform to the notice of approval; and §285.61. (8) requires installers to stop construction and return to the permitting authority to change the planning materials for the permit if the site or soil conditions, materials, or supplies make the compliance with planning materials impossible. 2. We prefer to receive the as-built drawing prior to scheduling the final inspection or at the time of the final inspection. 3. If the final drawing or other required paperwork that is requested at the time of the final inspection is not received within 10 days of the final inspection, a written notice will be sent to the homeowner advising them of what is needed to complete their file. 4. If the final drawing is not received from the installer or designer within 30 days from the final inspection, we will not release any authorizations to construct to an installer having an outstanding "as-built.
